President’s Five Social Initiatives: opinions of international experts

March 5 of this year at the joint session of the Chambers of the Parliament, the President of Kazakhstan Nursultan Nazarbayev addressed the people of Kazakhstan and voiced new five social initiatives. The relevance and timeliness of the reforms are widely discussed not only within the country, but also beyond its borders.

Dmitry Zhuravlev, General Director of the Institute for Regional Problems, expressed the following opinion about the new social initiatives of the President:

The address of the President N.Nazarbayev to the people of Kazakhstan that actively covers new social initiatives has not been left without attention of the world mass media.

The President of Kazakhstan Nursultan Nazarbayev initiated the construction of a gas pipeline that will supply the northern regions of the country with gas, Tass reports.

"In Kazakhstan, they will halve the mortgage rate on housing. The new program of mortgage lending, together with other large-scale social reforms, was proposed by the President Nursultan Nazarbayev during a speech at a joint session of the Parliament and the Government," reports the correspondent of MIR 24, Nazar Akhmarov.

The proposed initiatives also relate to tax cuts, improving the quality of education, granting preferential microcredits to businesses and gasification.

"The president announced a reduction in taxes: for those who received less than 25 times the minimum monthly rate, the tax will decrease from 10% to 1%. The incomes gained as a result of reforms the Head of State proposed to spend on increasing salaries. After the implementation of the reforms, at least 2 million citizens of Kazakhstan will earn more than they do now,” the article emphasizes.

President of Kazakhstan Nursultan Nazarbayev promised to lower taxes from January 1, 2019. For two million citizens who receive low salaries, fees will be reduced by 10 times.

"Reducing the tax burden to raise wages for low-paid workers. To support Kazakhstani people who receive relatively low wages, from January 1, 2019 I propose to reduce the tax burden tenfold and tax them at a rate of 1 percent," the President said at the meeting of the Parliament.

Benefits for individual tax will be introduced for those who receive a salary less than 25 times the minimum calculated index per month (analogous to the Russian minimum wage). As a result of tax cuts, the salaries of Kazakhstanis will grow.

"The funds released from this reduction are aimed at increasing the payment of their labor. As a result, at least one third of the country's wage earners — more than two million people — will receive increased wages without increasing the burden on employers," Nazarbayev said.

The President also noted that in future the government should study the prospects for introducing progressive taxation.
