During the plenary session of the forum Digital Agenda in the Era of Globalization, held in Almaty on 2 February 2017, the Adviser on Digital Strategy and Government Analyst of the World Bank, Randeep Sudan, spoke about the steps that must be taken to implement the digital agenda of the EAEU countries.

As Randeep Sudan noted, many important points were expressed in the framework of the Forum.

"I have a feeling that the growth of artificial intelligence and the development of quantum computing technology has the prospect of increasing inequality, posing a threat in certain aspects of the development of IT applications. In this area, we see that there is already a certain risk," Randeep Sudan said.

In this connection, according to the expert, there was a need for countries to come together and develop a joint approach that would focus on open artificial intelligence, quantum computing technology. And the most important thing in this process is to approach the development of solutions as responsibly as possible.

The second important point, which Randeep Sudan advises to pay attention to, is the exchange of data.

"We see that there is a development of the vector of digital twins. Every person, every individual, object, process is already being digitized. I think that some of the proposals made, including digital certificates or data exchange, are excellent proposals," the expert said.

However, in addition, it is proposed to develop a separate program to exchange data on objects and processes not only between governments but also in the private sector. According to the expert, the more diverse data will be available, the better the application will be, the better the insights, the better the services can be developed.

The next challenge, according to the World Bank representative, lies in the development of skills. The expert said that universities today do not cope with the pace of technology development. In this connection, it is very difficult to develop a new competence. Randeep Sudan offers a solution to the situation.

"Such new trends as universities without faculty, without programs, prequalification and entry requirements are a new, perhaps modern model that integrates education into this process," Randeep Sudan said.

Another important aspect of the digital agenda, according to the expert, is the cybersecurity.

"There is a need to look at cybersecurity insurance programs. Insurance companies will be able to attract experts in order to guarantee and insure the object not only for the government, but also for the private sector," Randeep Sudan summed up.

Recall, on 2 February in Almaty within the framework of the meeting of the Eurasian Intergovernmental Council, the EAEU forum Digital Agenda in the Era of Globalization, initiated by the Head of State N. Nazarbayev, was held.
