Askar Mamin chairs meeting of Project Office on Entrepreneurship

Prime Minister Askar Mamin chaired a meeting of the Project Office on Entrepreneurship.

The results of the monitoring of concessional lending programs, the interim results of a business survey on the development of additional government support measures, the implementation of the Ashyq project, microfinance organizations and the Economic Map of the Regions, local content in public procurement, procurement of SWF Samruk-Kazyna JSC and subsoil users were considered.

There is a positive pace of implementation of the Business Roadmap-2025 program. So, for January-July 2021, about 14 thousand projects were subsidized for 408.3 billion tenge, the total amount of subsidies amounted to 47.7 billion tenge. In addition, the Damu Fund provided guarantees for 10.9 thousand projects in the amount of 170.2 billion tenge, the total amount of guarantees is 87.4 billion tenge.

The main consumers of the subsidy instrument are small and medium-sized businesses, which is 99% in terms of the number of projects and 90% in terms of the amount of projects. The main consumers of guarantees are enterprises in the trade and manufacturing industries, which accounts for 60% of the total number of signed guarantees and 50% of their total amount.

Under the program of concessional lending, the Economy of Simple Things, 2,996 projects were approved for 774 billion tenge, 2,441 projects were subsidized for the amount of 666 billion tenge.

To date, 15 microfinance organizations have been created in Kazakhstan for lending to graduates of the Bastau Business project. Acceptance of applications started on July 15, 2021, to date, applications for 797 projects have been accepted for a total amount of 4.58 billion tenge with the creation of about 1.6 thousand new jobs. In priority areas, projects in the field of animal husbandry, production of bakery and confectionery products, and trade are leading. The largest number of applications were submitted in Karaganda (120), Zhambyl (100) and East Kazakhstan (83) regions.

Considering the social and economic significance of the project, the Prime Minister instructed to work out the issue of effectively bringing the allocated funds to the end borrowers as soon as possible.

During the meeting, special attention was paid to the issues of further development of the Ashyq project. To date, the number of its participants exceeds 111 thousand. More than half of them are represented in the spheres of trade, food and education. The detection rate of violators of quarantine has grown 15 times due to the expansion of the number of project participants. In order to further increase the coverage of business entities, the procedure for submitting an application and receiving a QR code for participation in Ashyq has been simplified.

The Head of Government instructed the Ministry of Healthcare, together with NCE Atameken, to work out the issue of providing an opportunity for the participants of the Ashyq project to work on weekends.

NCE Atameken, together with central state and local executive bodies, was instructed to analyze the necessary changes to the legislation for the formation of the Unified Register of recipients of measures of state support for business, as well as to prepare appropriate approaches and criteria.

“Creation of the Unified Register of Recipients of State Support Measures on the basis of the Economic Map of the Regions will improve the quality of monitoring and analysis of the effectiveness of the entire range of business support measures,” Mamin said.

During the meeting, Chair of the Board of Atameken NCE Ablay Myrzakhmetov presented the interim results of a survey of over 10 thousand entrepreneurs of Kazakhstan on the current state of the most affected industries and the prospects for the development of industrial sectors of the economy.

The Head of Government instructed to study in detail the final results of the survey conducted by NCE Atameken and prepare additional measures to further support the business.

Central state and local executive bodies, as well as quasi-state organizations, were instructed to ensure control over local content in regulated procurement, to take measures to further ensure access of domestic producers to public procurement.
