Askar Mamin instructs Government to inspect implementation of Auyl - El Besigi project in all regions

The implementation of the Auyl - El Besigi project was discussed at the government session on Oct. 19, 2021. From Oct. 27, 2021, on behalf of the Prime Minister of the Republic of Kazakhstan Askar Mamin, the heads of central state bodies began inspection trips to the regions as part of monitoring the progress of infrastructure modernization in rural areas.

In Kazakhstan, 3,561 promising villages have been identified (1,173 reference and 2,388 villages in close proximity), where 89% of the rural population lives. For 2019-2021, 1.2 trillion tenge was allocated to the development of rural areas under the Auyl - El Besigi project, as well as the Employment Roadmap, Nurly Zhol and Nurly Zher programs, and through private investment for the development of rural areas. In the spheres of housing and communal services, transport, education, health care, culture and sports, more than 12 thousand projects have been implemented, 6.5 thousand projects are under implementation.

For the next 4 years, the funding for the Auyl - El Besigi project has been increased to 800 billion tenge, and taking into account all sources — 1.3 trillion tenge is planned for the modernization of villages.

By 2025, 100% provision of water supply services will be achieved in rural areas, the condition of 10 thousand km of intra-village roads will be improved, 12 thousand km of engineering networks have been built and repaired, several thousand social infrastructure facilities and 5 thousand rural schools will be modernized.

In the field of the agro-industrial complex, about 1,000 projects will be implemented in the amount of 4.5 trillion tenge. Labor productivity in agriculture will increase by 2.5 times, the export of agricultural products will increase by 2 times, bringing the share of processed products to 70%. 1 million rural residents will increase their incomes, and 500 thousand jobs will be created in agriculture.

On Oct. 29, 2021, during his working trip, Prime Minister of the Republic of Kazakhstan Askar Mamin inspected the implementation of the Auyl - El Besigi project in the Akmola region.

The Head of Government visited the facilities of health care, education, culture and sports, life support and agro-industrial complex in the village of Astrakhanka of the Astrakhan region and the village of Bastau of the Atbasar region.

In Akmola region, 298 promising rural settlements have been identified. In 2019-2021, 70 billion tenge was allocated to modernize the infrastructure of rural areas of the region. Within the framework of the Auyl - El Besigі project, 88 projects for the repair and construction of social infrastructure, housing and communal services, intra-village roads, and water supply networks have been implemented. 1,140 jobs were created, incl. 200 permanent.

This year, under all state programs, 203 projects for the development of rural settlements of the Akmola region are being implemented for a total amount of 22.3 billion tenge. For 2022-2025, it is planned to allocate about 120 billion tenge for the development of rural areas of the region.

Askar Mamin met with labor veterans and honorary residents of the region. The Head of Government noted the importance of timely and high-quality implementation of the Auyl - El Besigi project, which will give a new impetus to the development of rural settlements.

“The Head of State Kassym-Jomart Tokayev pays great attention to the implementation of the Auyl - El Besigi project and to improving the quality of life in rural areas. Members of the Government have begun inspection trips to all regions of the country to monitor the implementation of the Auyl - El Besigi project and other programs for the development of rural areas. The pace of implementation of projects to modernize infrastructure in rural areas is under special control,” Mamin said.
