Since 2017, Kazakhstan has been implementing the Program for the Development of Productive Employment and Mass Entrepreneurship. The program provides for mass training and development of skills to high demand occupations and business basics, creation of conditions for mass entrepreneurship through lending, development of the labor market through assistance in employment and support of labor mobility.
"80, 000 people had become participants of the program as of April 5. 75,000 of them are unemployed (94%), 5,000 (6%) are self-employed. More than 48,000 citizens have already been employed within the program. Another 31,000 people are employed through employment centers," T. Duissenova said.
This year, it is planned to cover technical and vocational education of more than 21 thousand young people of Kazakhstan. At the same time, the state will pay for their education, pay a scholarship, reimburse travel and accommodation expenses, and provide one-time hot meals. Training will be conducted in such specialties as an electric welder, a cook, a repairman, an electrician, a veterinarian, an accountant, an electrician, a fitter, a seamstress, etc. In addition, 650 people are already studying at colleges, training centers of NPP Atameken, training centers of enterprises on short-term courses from April 1 this year.
According to the minister, short-term vocational training will be tested through mobile training centers in 5 regions in the pilot mode. As a whole, it is planned that 26,000 Kazakhstanis will be trained. 11.6 billion tenge was allocated for the implementation of the first direction of the program.
Damu Foundation will provide loans to the participants of the program in the cities and Agricultural Support Fund and the Agrarian Credit Corporation in the villages and small towns. The amount of loans granted is increased to 8,000 MCI (18 million tenge) with a term of up to 5 years (livestock and agricultural cooperatives - up to 7 years) and annual rates of up to 6%. In addition, the number of documents provided for their receipt by individuals from 30 to 14, and legal entities to 9 documents has been reduced in order to expand the availability of loans.
38.5 billion tenge is provided for the implementation of the second direction of the program this year. This year, it is planned to issue 5,800 microcredits and train 15,000 people with the basics of entrepreneurship.
According to T. Duissenova, in the third direction, it is planned to employ 11,3 thousand people for social workplaces, 12,7 thousand graduates for youth practice, 76,2 thousand people for public works. It is planned to provide subsidies for the relocation of 2.8 thousand people. 9 billion tenge is allocated for the implementation of the third direction of the program.
Since the beginning of the year 12,400 people have been employed in social workplaces, more than 28,1 thousand Kazakhstanis are directed to public works, 7,6 thousand young specialists are participating in youth practice.
"In general, 85.3 billion tenge is provided to implementation of the program in 2017," T. Duissenova concluded.
