Dmitry Goloburda was born in 1973 in the city of Almaty. In 1995 he graduated from the Kazakh State National University after Al-Farabi with a degree in law.
He began his labor activity in 1995.
From 1995 to 2009, he worked at the Research Institute of Law of the MJ RK, as well as in government communication system. From 2009 to 2012, he was the first deputy director of the Center for Technical Support and Analysis in the Field of Telecommunications RSE.
In 2012 – 2014, he was the first deputy director of the Special Information Service of the NSC RK. From April to August 2014 — Deputy Chairman of the Agency for Communications and Information.
From 2014 to 2016 — Deputy Chairman of the Committee for Communication, Informatization and Information of the MID RK.
From November 2016 to the present, he held the post of Vice Minister of Defense and Aerospace Industry of Kazakhstan.
