Kairbek Uskenbayev was born in 1964 in the city of Astana. In 1986 he graduated from the Karaganda Higher School of the MIA USSR, in 1996 — Akmola Agrarian University, in 2004 — the Diplomatic Academy of ENU after L.N. Gumilev. He is qualified by the specialties of lawyer, organizer-economist and specialist in international relations.
He started his career in 1982. In 1982-1993 he served in the internal affairs bodies, he held the post of head of the municipal property department of Akmola city administration.
In 1993-1996, he worked as the chief legal adviser, the head of the department of legal support and control, the director of the bureau for the privatization of the Akmola territorial committee for state property of the Republic of Kazakhstan.
In 1996-2006, he held the posts of deputy chairman of the board of the State Committee of the Republic of Kazakhstan for privatization in the Akmola region, chairman of the Akmola territorial committee on state property management, chairman of the territorial committee for state property and privatization in Akmola, director of Astana City Communal Property Fund state communal enterprise, chairman of the Regulatory Committee for trade and tourist activities of the Ministry of Industry and Trade of Kazakhstan.
In 2006-2011, he worked as chairman of the Committee of the tourism industry of the Ministry of Tourism and Sports of the Republic of Kazakhstan and Vice Minister of Tourism and Sports.
In 2011-2016, He held the posts of the head of the main logistics department of the RSU "Military unit 20015", the deputy general director of KazMunayGas-Service LLP, the First Vice Minister of Regional Development, and the Vice Minister of National Economy.
From 2016 to the present he held the position of managing director of Baiterek NMH JSC.
He was awarded the Kurmet and Parassat orders.
