35% of networks remain to be digitized for full digitalization of engineering networks until 2024 — Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan

At the Government session, chaired by the Prime Minister of Kazakhstan Alikhan Smailov, the issue of implementation of the State Town Planning Cadastre system was considered. The Ministers of industry and infrastructural development Kairbek Uskenbayev, of Digital Development, Innovations and Aerospace Industry Bagdat Mussin, Akims of Atyrau region Serik Shapkenov, and Karaganda region Zhenis Kassymbek made reports on the topic.

As informed the Head of the Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan, the automated system of state town-planning cadastre is one of the main tools to provide information on current and planned development of settlements.

The system provides collection, processing and storage of digital master plans, detailed planning projects (DLP), data on the location of buildings and structures, engineering infrastructure, street and road network, and landscaping.

The main task of the system is:

  • filling and updating the data of the urban registry,
  • providing the population and businesses with up-to-date information on engineering networks,
  • formation of a transparent process of obtaining technical specifications through the digitalization of infrastructure data.

The citycadastre system contains a vast array of information on social infrastructure, planned and operating industrial facilities. Thematic databases of the urban inventory allow choosing the optimal location of investment projects, taking into account the economic specialization of the region, infrastructure provision, the availability of similar facilities in the region and their workload.

In turn, the availability of digital data on social facilities makes it possible to assess the basic provision of life support infrastructure. Thus, a digital tool for optimal management decision-making was formed.

According to Uskenbayev, the urban inventory allows for transparency of urban planning, compliance with the development and implementation of urban projects.

"For this purpose we are working on introduction of a unique object number. This unification by analogy with the IIN will ensure issuance of architectural planning tasks, coordination of conceptual design in the system in accordance with the general plans and detailed planning project with the exclusion of the human factor, to conduct a through check of documents for compliance with the intended purpose " Uskenbayev vsaid. 

Transparency of data on spare capacity of territories is one of the key problems for investors and ordinary people. At the moment there are about 890 regional CEM in the sphere of housing and communal services, of which only 21 work in GIS-systems.

There are problems of providing data by subjects of natural monopolies on the capacity of networks and the ability to connect to them.

The urban inventory system will provide monopolists with a digital platform to provide open data to the public and businesses on the connection to the engineering infrastructure.

Thus, provision of technical conditions by subjects of natural monopolies with the use of data of the urban inventory system, display of available and free capacities in the Automated Information System of the State Urban Planning Cadastre will allow to eliminate corruption risks, ensuring a transparent process for the population and business and the possibility of free capacities reservation.

In addition, it will enable continuous updating of engineering networks data on the unified open geo-platform of the urban register.

Also, the system allows to provide reliable data input on commissioned housing.

This year the Automated Information System of the State Town-planning Cadastre following the order of the Head of State has revealed manipulation of accounting data, repeated data duplication when providing statistical reports.

In this regard, the department has introduced the use of the urban inventory system for geo-referencing of acts of commissioning and reconciliation with the statistical data and the real estate register database.

"In addition, we are working on legislative amendments to introduce, together with the acts of commissioning of the object, executive surveys in the automated information system of the State Town Planning Cadastre. This measure will ensure updating the current inventory of networks without additional budget expenses, as well as providing the population and businesses with up-to-date data on infrastructure provisioning of territories," Uskenbayev explained. 

The Ministry is also exploring the possibility of using data of the city inventory with a unique number of an object for display in the Kazreestr information system. This will provide spatial reference of facilities in order to avoid re-entry of data and thus possible double sales of housing in shared construction.

In order to further develop the construction industry on 1 Sept. this year in the framework of the Message to the people of Kazakhstan "A Fair State. One Nation. Prosperous society" the Head of State set a number of tasks before the Government, among them:

First. To create for each major city functional interactive maps of land plots and schemes of public utilities.

Second. To supplement the land cadastre maps of industrial plots with actual schemes of transport and utility infrastructure.

"These tasks will be realized by means of town-planning cadastre system. The system of the Unified geoportal of infrastructure data is an open contour of the urban cadastre. Currently, access to this system is provided to akimats and public utilities. More than 2,000 records have been created to keep records and passports for facilities. Work on data collection and inventory of networks has been carried out since 2018," Uskenbayev said.

At the end of 2020 an open geoportal of infrastructure data of the urban inventory was launched to collect, visualize and update digital information. During this period 65% of infrastructure data was collected with coverage of 333 thousand hectares of territories up to the level of the district center, taking into account data transmitted by local executive bodies. For full digitization of engineering networks by 2024 is left to digitize 35% of networks.

According to the information of local executive bodies, the digitalization of networks has been completed in five regions of the country. However, out of these 5 regions, only for Atyrau region data fully comply with the norm of the urban inventory.

For Zhambyl region data is loaded by 90%.

"Financing of the inventory for 2022-2024 is 10 billion tg taking into account the allocated funds. In 2022, 2.1 billion tg was allocated out of the planned 3.8 billion tg, of which the Republican budget is 0.7 billion tg, the Local budget is 1.4 billion tg," Uskenbayev reported.

At the same time, there are risks of not achieving the annual target for the digitization of engineering networks, which is 70%.

"With full funding by 2024, we will provide 100% digitization of networks," Uskenbayev assured.

Due to the incomplete provision of actual master plans and their respective detailed layouts, illegal construction of settlements remains a problematic issue.

As part of the formation of a digital base of urban inventory brought to a common format and structure of the order of 900 urban projects.

In order to provide maps of industrial land plots in the land cadastre actual schemes of transport and utility infrastructure will be integrated into the information systems of the urban planning and land cadastre.

The publication of data on land plots with transport and utility infrastructure will allow effectively managing the development of territories and creating conditions for the prospective development of business and increasing economic growth.

For the formation of interactive maps of land plots and schemes of networks in the settlements legislative measures in terms of:

  1. compulsory provision by subjects of natural monopolies of data on free capacities and network characteristics.
  2. implementation of urban planning expertise of urban projects.

All data on urban projects and engineering networks will be placed in the urban planning cadastre.

These measures will allow:

  • to introduce unique numbers of construction objects for end-to-end verification (comparison) of documents with urban planning regulations;
  • to fulfill the requirements of general plans, RAP and solve the issue of point-by-point densification of the territories;
  • to ensure the transparency of the issuance of technical conditions and the possibility of capacity reservation;
  • to ensure the reliability of data on the commissioning of housing;
  • to ensure the transparent and expeditious allocation of land plots with access to infrastructure;
  • to fulfill the order of the Head of State on the observance of the stage of implementation of construction projects with the priority provision of the necessary engineering infrastructure.

Bagdat Mussin, Minister of Digital Development, Innovation and Aerospace Industry, spoke about digitalization of data for accessibility of information on land resources for businesses and population.

So, to date, together with state agencies and akimats, relevant work on the processing of data of master plans, engineering networks, agricultural land, etc. related to urban development is carried out.

Access to digitized data is organized through the Public cadastral map of the "Unified State Real Estate Cadastre". The Unified State Real Estate Cadastre provides people and businesses with access to information in different systems of land, urban planning, forest, water and other cadastres, as well as in regional geoinformation systems through a "single window".

According to Mussin, this will optimize the process of receiving the state service for granting land plots in digital form. Effective implementation of this information system directly depends on the implementation of the following measures.

First, akimats don't finance works on inventory of engineering networks enough.

"This year, akimats have financed only 45% of the planned volume of digitalization of engineering networks. This is only 32.9 thousand hectares of the planned 57.4 thousand. In this regard, akimats need to strengthen work in this direction," the Minister said. 

Second, it is a continuous updating of data. Modern business process takes a long time, including the submission and subsequent examination and publication, and does not meet modern technological requirements. Therefore, data in information systems must be continuously updated through direct integration.

Third, natural monopoly entities do not currently provide data on networks, technical characteristics and available capacity, under the pretext of data availability in their information systems.

"We provided for these obligations as part of the amendments to the relevant bill," Mussin emphasized. 

Fourth, urban cadastre data should be updated daily and provided in a single format according to the results of services provided to the population.

Fifth, current coordinate systems of 1942, 1963 and local ones are technologically outdated. In addition, it allows for great failures in the publication of digital data. Today, all CIS countries have moved to a modern coordinate system.

In this connection the Ministry is implementing the "National Spatial Data Infrastructure" project. The project will establish a single state coordinate system and create a digital cartographic base for open use.

Akim of Atyrau region Serik Shapkenov informed that at present 100% of 155 populated localities in the region are provided with general plans. The Geoportal of Atyrau region was created in 2016. Within the framework of Geoportal detailed planning projects on the area of 50800 hectares were developed, as a result 100% inventory and digitalization of engineering networks were carried out.

At the moment, continuous work is carried out to update and correct the urban planning projects, as well as to update the engineering networks. Since 2016, 2.2 billion tenge have been financed for Geoportal. Since 2019 state services in the field of land relations, architecture and urban planning are provided through the portal.

Geoportal revealed 237 unused land plots and 231 facts of squatting, imposed fines totaling 91 million tenge.

Akim of Karaganda region Zhenis Kassymbek informed that the built-up territories of settlements of the region makes up a total of 27,743 hectares. By the end of the year there will be an inventory of 9,895 hectares of territory (35.7%).

"By the end of 2024 it is required to inventory 17.8 thousand hectares. This year it is planned to complete the inventory of about 9.2 thousand hectares in Karaganda city. When clarifying the regional budget for the inventory of networks will be allocated funds in the amount of 550 million tg. In total, the region at the expense of the local budget for 2022-2024 is planned to allocate funds in the amount of 1 billion tenge," Kassymbek said. 

Master plans have been developed for 355 of the 364 settlements. 48 detailed planning projects have also been developed for cities of regional significance. All available urban planning documents and electronic maps on the inventory submitted for inclusion in the database of the state urban register.
