Share of domestic manufacturers in procurement of veterinary drugs in 2019 amounted to about 70% — Saparkhan Omarov

At the government session chaired by Prime Minister Askar Mamin, Minister of Agriculture Saparkhan Omarov reported on the veterinary and epizootic state in the country.

As Omarov noted, the Ministry of Agriculture is systematically working to ensure the epizootic well-being of the country.

For this purpose, the vertical of veterinary control has been restored at the legislative level on the principle of “center-region-district,” which makes it possible to tighten control over the movement of controlled products and ensure product traceability “from field to table.”

“Last year, 28 veterinary control points were introduced in the Kazakh-Russian sector and 4 veterinary control points in the Kazakh-Kyrgyz section. This measure allows protecting the territory of Kazakhstan from the introduction and spread of especially dangerous animal diseases and the import of livestock products unsafe in veterinary and sanitary terms,” the minister said.

As a result of measures taken over the 5 months of 2020, the epizootic situation of especially dangerous animal diseases in Kazakhstan remains stable, with the exception of a few outbreaks of acute and chronic infections.

So, from January to May 2020, 80 foci of acute animal infectious diseases were recorded.

Veterinary preventive measures are carried out according to the approved plan in a timely manner. For the current time, 90.2% of the planned 31.7 million diagnostic tests were performed.

“Of the planned 150 million manipulations to vaccinate animals against 19 especially dangerous diseases of animals and birds, 71.1 million manipulations or 96.8% of the plan for 5 months of the current year were carried out. The work continues," Omarov informed.

To date, the regions of the republic are provided with veterinary drugs for 96.2% of the annual demand. When purchasing veterinary drugs, preference is given to domestic producers, whose share in purchases last year amounted to about 70%. For example, this year drugs on nodular dermatitis were fully purchased from the domestic research institute of problems of biology and biotechnology, which saved about 2.7 billion tenge compared to last year. Currently, it is planned to purchase a vaccine against camelpox recently developed by this institute.

There is a dynamic decline in the registration of dysfunctional points for brucellosis. Last year, the mechanism for diagnosing brucellosis was changed, which allowed to reduce the number of positively reacting livestock from 32 thousand in 5 months of 2019 to 28 thousand heads in the same period of 2020 or a decrease of 12.5%.

So, as of June 1, 2020, 51 dysfunctional brucellosis points were registered, which is 28 points less than in the same period last year. In the study of 28.6 million heads of all animal species for brucellosis, 28.8 thousand heads of positively reacting animals or 0.1% of infection were detected.

In addition, this year, compared with the same period last year, there is a decrease in the registration of especially dangerous animal diseases such as listeriosis, anaerobic enterotoxemia, and well-being is preserved for diseases registered in previous years (anthrax, Newcastle disease, rhinopneumonia).

“As a result of the measures taken by the ministry, our country has an official international status of a prosperous country in foot and mouth disease, African horse and pig plague, bird flu, and classical swine fever. Work is underway to obtain status on the plague of small ruminants and mad cow disease,” the minister said.

Last year, veterinary requirements for pork, dairy products, wool and phytosanitary requirements for flax seeds, wheat flour and animal feed were agreed with China. The restrictions on foot-and-mouth disease and nodular dermatitis introduced by the PRC several years ago were lifted, which in turn opened up access for Kazakhstani meat products to the Chinese market.

The veterinary requirements for the export of live cattle for slaughter, beef, by-products of small cattle, and an egg from Kazakhstan to Iran were also agreed. A veterinary certificate for exporting horse meat to Japan has been agreed. All these measures allow exporting domestic products to third countries.

As a result, last year, the export of Kazakhstani agricultural products increased to China by 50.5%, to the Persian Gulf countries — 3.2 times, to Central Asian countries — 7.4%, to the EAEU countries — 8.2%.

In general, the export of agricultural products in the last year increased by 6.4% and amounted to $3.3 billion.

The work to preserve the country's epizootic well-being is under special control of the Ministry of Agriculture.
