By 2025, the country's population to be 100% provided with high-quality drinking water — Beibut Atamkulov

At the government session chaired by Prime Minister Askar Mamin, the measures to implement the Address of the Head of State to the people of Kazakhstan dated Sep.1, 2021, were considered. The Minister of Industry and Infrastructure Development of the Republic of Kazakhstan Beibut Atamkulov spoke about the main mechanisms for the execution of orders in the field of industry.

According to the minister, as part of the execution of the instructions of the Head of State on the availability of prices and volumes of raw materials for the domestic industry, the following measures are planned:

First, within the framework of the draft Law on Industrial Policy, control over the pricing of raw materials in the domestic market will be introduced.

Second, a pricing mechanism for exchange metals will be introduced within the country based on the principle of providing a discount from the price of the London Metal Exchange (LME) depending on the depth of processing of raw materials, that is, the minimum discount in the production of alloys or rolled products and the maximum discount in the production of finished products.

Third, reservation of volumes of metals for internal processing will be introduced, depending on the declared capacities of converters and newly commissioned enterprises. By the end of the year, according to the minister, the ministry will develop an optimal solution to this important task.

Estimated cost of projects to be reduced in construction industry

As the minister noted, the ministry has launched the Online Calculator system to calculate the estimated cost at the initial design stage.

The KDS-Stat information system was introduced for the formation of estimated prices based on statistical data.

“The Unified Electronic Bank of Design and Estimate Documentation has been created for multiple use and uniform adoption of design decisions. For social facilities, financed by public funds, it is proposed to establish the marginal cost of construction of 1 square meter," said Atamkulov.

Population will be 100% provided with high-quality drinking water

According to the minister, 793 out of 1,922 unsecured villages are planned to continue the construction of centralized water supply.

“Local water purification systems will be installed in the small 1,129 villages, where less than 200 people live. In 2025, 100% of the population will be provided with water supply services,” Atamkulov assured.

Unified housing policy under development

As the minister noted further, within the framework of mortgage programs of Otbasy Bank JSC, the initial payment for those on the waiting list will be reduced to 10% of the cost of housing.

The rate for concessional loans will be 2% and 5% per annum, depending on the family's income.

“The Rules for the use of pension savings for improving housing conditions will be amended to allow transferring part of the savings in excess of the sufficiency threshold to an account in Otbasy Bank for the subsequent purchase of housing,” Atamkulov noted.

In addition, in order to support developers, a project financing mechanism will be introduced with the active use of the potential of PPP and shared construction.

The development of agglomerations and integrated urban development will be regulated by a separate law. Currently, in accordance with the instructions of the President, the Ministry of National Economy is developing a concept and a draft law on the development of agglomerations. In turn, the Ministry of Industry and Infrastructure Development, according to Atamkulov, will develop new standards for the integrated development of territories aimed at creating conditions for a comfortable living for the population.

These standards include:

  1. Principles for the integrated development of urban areas;
  2. Urban Development Standard;
  3. Standard for the development of free territories;
  4. Standard for the formation of the appearance of cities.

"Additionally, a unified institute of urban planning expertise of all levels will be introduced," noted Atamkulov.
