Kazakh teachers will receive additional payments for pedagogical skills, master's degree, mentoring — Ministry of Education and Science

At the Government session chaired by Prime Minister Askar Mamin, draft laws on the status of the teacher and amendments to the legislation on the status of the teacher and reducing the burden on students and teachers were approved.

The working group analyzed more than 18 thousand proposals of the pedagogical community. When developing bills, international experience in the regulation of pedagogical activity was taken into account.

According to the Minister of Education and Science Askhat Aimagambetov, the draft law "On the Status of the Teacher" consists of 19 articles, including measures of material and non-material incentives for teachers.

“The main material incentives were double payments for classroom management and notebook testing, additional payments for pedagogical skills, an increase in the period of leave for all teachers up to 56 days, additional payments for a master’s degree, mentoring and other measures,” Aimagambetov said.

Intangible incentives were reducing the burden of teachers, guaranteeing the protection of honor and dignity, the priority procedure for the provision of places in kindergartens, a new state award “Qazaqstannyn Enbek Sinirgen Ustazy.”

According to the Minister of Education and Science, the teacher’s professional rights have also been expanded with regard to the development and application of copyrighted methods of training and education, the choice of teaching aids, the free use of information resources, the choice of forms of advanced training and internships.

“Separately, there are norms to reduce the burden on the teacher by establishing a ban on engaging in unusual functions, providing excessive reporting, and conducting unreasonable audits. A penalty of 20 to 120 MCI depending on the subject of the offense is envisaged for engaging in unusual functions and excessive reporting,” Aimagambetov noted.

It is worth noting that raising the status of a teacher implies strengthening requirements for his activities. In addition to the existing restrictions, a ban is introduced on the teaching activities of persons with limited legal capacity, consisting of observation with mental and behavioral disorders.

A draft law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Status of a Teacher, Reducing the Load on Students and Teachers” has also been developed, which introduces amendments and additions to 3 codes and 15 laws.

As the minister notes, the bill provides for the introduction of non-profit organizations for the placement of orphans and children left without parental care; social rehabilitation of people who arrived from areas of terrorist activity, as well as people who were under the influence of extremist religious ideology, etc.

“It is expected that the noted norms of the laws will double the additional payments for class teachers of 173 thousand teachers, and for checking notebooks — 165 thousand teachers. More than 212 thousand employees will receive additional payments for qualification categories of 30 to 50% of the salary, 7 thousand employees will receive additional payments for a master's degree of 10 MCI (25,250 tenge), 18 thousand employees will receive additional payments for mentoring of 1 base salary (17,697 tenge),” Aimagambetov said.

More than 100 thousand people will get additional 14 days of vacation.

Also at the Government session, a teacher from Nicholas Secondary School of Akmola region, Nesken Kuttybayeva, noted the importance of this bill, emphasizing that the new law places great emphasis on ensuring the honor and dignity of the teacher.

“For the first time, the law clearly states that a teacher should educate children. The rules on reducing the burden on teachers, the exclusion of reports to unnecessary instances are encouraging. For the first time, mentoring was singled out as a separate direction in the development of teachers. We really hope that the adoption of the law will attract young and talented cadres in our profession, which schools so need,” Kuttybayeva said.

Also, during the consideration of the issue, akims of the Almaty region Amandyk Batalov and Nur-Sultan Altai Kulginov were heard.

In turn, the Deputy Prime Minister Berdybek Saparbayev noted that great attention should be paid to explanatory work on the norms of the new law, which is aimed at creating conditions for increasing the competitiveness of teachers.
