Each national project should be aimed at implementing National Priority — Kelimbetov

At the extended government session, Chair of the Agency for Strategic Planning and Reforms Kairat Kelimbetov reported on the main directions for improving the state planning system.

According to Kelimbetov, one of the main tasks in developing new approaches to the state planning system was to enhance its effectiveness.

“Within the framework of the proposed system, the number of documents has been significantly reduced, and specific functions have been identified. Thus, the documents of the first level will determine the vision of the country's development in the long and medium term. ‘Strategy Kazakhstan-2050’ is a key document of the country that defines a long-term vision of the state's development," Kelimbetov said.

In this regard, for the implementation of the long-term document, it is proposed to introduce the National Priorities instrument, which will become a single and inclusive platform of the President of the country, uniting and setting the main priorities for the implementation of the vision of the Kazakhstan-2050 strategy in shorter periods (until 2025, until 2030 etc.).

National priorities will determine the vision of the country's development and determine the key priorities of the state apparatus in order to implement the longer-term goal of Kazakhstan's entry into the top 30 developed countries of the world.

As Kelimbetov noted, the National Development Plan, the Territorial Development Plan, as well as the National Security Strategy will determine the goals and objectives of the state apparatus both at the central and regional levels.

At the same time, it is obvious that the development of the territories and regions of Kazakhstan will be of great importance.

“In this regard, the Territorial Development Plan is enshrined in the first level of the state planning system and in order to ensure its logical and concrete relationship with the National Development Plan. In general, the Territorial Development Plan will provide an opportunity to strengthen the role and responsibility of the regions, as well as ensure the territorial and spatial development of Kazakhstan,’’ said the chair of the Agency for Strategic Planning and Reforms.

Along with this, the Territorial Development Plan, which is planned to be developed by July 1, 2021, will be developed based on the competitive advantages of each region of the country.

Second-level documents will guide policy on both cross-regional and cross-sectoral issues.

“It is planned to introduce concepts for the development of industries. These documents will reflect the vision and goals of state bodies in all sectors of the economy and will become the basis for the implementation of the project approach,” Kelimbetov stressed.

Also, a tool for national projects will be introduced, which will have all the characteristics in accordance with the project approach.

National projects will become a key instrument for realizing the vision of "Kazakhstan - 2050" and nationwide priorities.

The third level documents are implementation documents.

Development plans of state bodies, quasi-state organizations, regional development plans will reflect the mechanisms for implementing the tasks of the higher documents.

Thus, a specific relationship will be ensured between all documents of the three levels, which will focus on the implementation of the National Priorities and the vision "Kazakhstan - 2050».

“We believe that within the framework of the new system of state planning, the necessary conditions will be created for carrying out institutional reforms. A limited number of National Priorities consolidate the most important and key directions of the country's development vision. At the same time, we consider it expedient to approve both the National priorities and the list of national projects by the Decree of the President of the Republic of Kazakhstan,” he noted.

At the same time, budgetary limits should not be distributed among government agencies, but in accordance with priorities and, accordingly, national projects. National projects, whose task will be to solve key problems in one direction or another, will become a key instrument for implementing reforms.

According to Kelimbetov, the main criterion of national projects will be to influence the entire territory, economy, social system of the country, ultimately providing a positive change in the lives of citizens.

“The national project will be developed by government agencies-developers and the National Project Office, created within the framework of the Data driven Government platform. The Agency for Strategic Planning and Reforms, within the framework of drawing up an opinion on national projects, ensures that the national project is consistent with the National priorities. A number of criteria for national projects are envisaged. National projects will be aimed at obtaining a specific result in a certain period, providing a socio-economic effect,” Kelimbetov said.

The main criteria for national projects will be:

  • the specificity of the formulated goal aimed at implementing development initiatives;
  • the relevance (or importance) of the goal providing socio-economic benefits;
  • completion time: limiting the goal in terms of execution time and achievement of the result;
  • measurable result;
  • achievability of the goal: sufficiency of resources and capabilities;
  • person-centered: focusing on improving the quality of life, solving problems and increasing the well-being of the people of Kazakhstan;
  • personal responsibility.

“The project approach to the implementation of the national project provides for the concentration of interagency cooperation around the project. Each national project should be aimed at the implementation of the National Priority and the implementation of the Strategy of Kazakhstan 2050. It is planned that as the list of national projects is approved, these projects will be developed by July 1, 2021,” Kelimbetov summed up.
