Comprehensive plans for development of western regions until 2025 to create about 175 thousand new jobs

Comprehensive plans for the socio-economic development of the western regions were considered at the government session chaired by the Prime Minister of Kazakhstan Alikhan Smailov. Minister of National Economy Alibek Kuantyrov reported on the development of new and updating existing plans.

In pursuance of the instruction of the Head of State, new comprehensive development plans for the Aktobe and West Kazakhstan regions for 2022-2025 were developed, and the existing comprehensive development plans for Atyrau and Mangystau regions for 2021-2025 were updated.

According to the minister, the total amount of funding for the 4 Comprehensive Development Plans for Western Regions is 15.3 trillion tenge, incl. from the republican budget – 1.7 trillion tenge.

The ministry, together with the central state bodies, akimats, carried out work on the selection of projects with a high potential for direct and indirect multiplier effects on the socio-economic development of the regions and the creation of permanent jobs.

“The Comprehensive Plan of the Aktobe region consists of 92 events. The total amount of the implementation of the Plan is 1.7 trillion tenge, incl. from the Republican Budget – 343.3 billion tenge, local budgets – 165.6 billion tenge, private investment – 1.2 trillion tenge," Kuantyrov said.

It is planned to implement major projects for the development of renewable energy sources, the construction of a cement plant, a mining and processing complex for the processing of titanium-zirconium ores, etc.

A special industrial zone will also be created with the involvement of foreign investors. Most enterprises are expected to be export-oriented.

It is planned to build the third line of the Bukhara-Ural gas pipeline and supply gas to 85 villages, as well as modernize sewage treatment facilities in the city of Aktobe and build engineering and communication networks in housing construction areas.

In addition, more than 1,300 km of roads will be modernized. This, in turn, will strengthen the role of the city of Aktobe as a growth center and a major transport hub in the western part of the country.

According to the Minister of National Economy, a modern infrastructure will be created to increase the availability and quality of health care and education services. Health facilities will be built in 18 villages. 224 schools will be modernized and 16 centers will be built.

In addition, it is planned to build two dormitories in Aktobe for college students.

The implementation of the Comprehensive Plan will ensure by 2025 an increase in investment in fixed assets by more than 2.5 times and amount to 1.5 trillion tenge, industry – 1.6 times to 2.8 trillion tenge, gross agricultural output – by 37 %. Also, 4.3 million sq. meters of housing, access to water supply services will be 100%.

The comprehensive development plan for the West Kazakhstan region consists of 116 activities for a total of 2.6 trillion tenge, incl. from the Republican budget – 416 billion tenge, local budgets – 118 billion tenge, private investment – 2.1 trillion tenge.

In the sphere of industry and entrepreneurship, it is planned to create an Industrial Zone, build a foundry, an oil deep processing plant and a cement plant.

“In the field of agriculture, it is planned to build 2 greenhouses, 25 feedlots, 10 dairy farms, create 4 cage fish farms, restore and expand the area of ​​irrigated land from 6.6 thousand hectares to 50 thousand hectares and reconstruct the Kirov reservoir,” Kuantyrov informed.

It is planned to build and reconstruct 1,211 km of water supply and sanitation networks, 46 km of heat supply networks and 2,051 km of power networks, reconstruct 29.7 km of the Rostoshi-Taipak gas pipeline, and build an automated gas distribution station in the city of Uralsk.

In addition, 1,842 km of roads will be repaired and reconstructed, and the international airport in Uralsk will be upgraded. A polyclinic, a cardiology center, 74 schools, a dormitory for 650 students and a rehabilitation center for persons with disabilities with 150 beds will also be built.

As a result of the implementation of the comprehensive plan of the West Kazakhstan region, by 2025 the volume of industry will grow by 55% and gross agricultural output by 56%, the level of access to water supply services will reach 100%, and the wear and tear of electricity networks will be reduced from 80% to 50%.

The updated Comprehensive Development Plan for the Atyrau Region consists of 185 activities for a total amount of 8.9 trillion tenge, incl. from the Republican Budget – 536 billion tenge, local budgets – 113 billion tenge, private investment – 8.3 trillion tenge.

The Plan provides for the creation of an industrial zone with an area of ​​400 hectares, the construction of a plant for the production of terephthalic acid and a wholesale distribution center.

For the development of agriculture, it is planned to build 6 greenhouses, 5 feedlots, 3 poultry farms, 7 pond farms for growing fish, milk processing shops and others.

“In order to improve the quality of life of the population, projects will be implemented to build 228 km of power grids, repair and reconstruct 640 km of roads, provide 13 settlements with gas and water supply, build 6 wells and the Taisoigan-Miyaly main water pipeline, and others,” Kuantyrov.

In the health sector, it is planned to build 2 polyclinics and a mental health center, 9 primary health care facilities and a rehabilitation center.

In order to eliminate shift and emergency schools and reduce the shortage of student places, 48 ​​schools will be built.

Based on the results of the implementation of the Plan, by 2025 it is expected that the volume of industry will increase by 35%, 100% coverage of the population with water supply will be provided, the share of roads in good and satisfactory condition will reach 95%, 3.5 million square meters of housing will be commissioned.

The updated Comprehensive Development Plan for the Mangystau region consists of 226 activities, with a total funding of 2.1 trillion tenge, incl. from the Republican Budget – 375.2 billion tenge, local budgets – 118 billion tenge, private investment – 1.6 trillion tenge.

In the field of industry, it is planned to implement phase-3 of the development of the Dunga field, the construction of a petrochemical complex in the city of Aktau (stage 3) and others.

In the areas of the agro-industrial complex, it is planned to implement 25 investment projects and subsidize the increase in productivity and quality of fish farming products, as well as the development of breeding fish farming.

In the tourism sector, construction of 14 facilities is expected.

It also provides for the construction and repair of 1,060 km of local roads, 88 km of electrical networks, 116 km of heating networks, as well as the construction of 9 projects of desalination plants and installations.

As part of the development of the social sphere, it is planned to build a central district hospital, 24 schools and 11 outbuildings, equip 5 colleges with equipment, etc.

“As a result of the work carried out in the Mangystau region, the volume of industry will increase by 28%, the flow of tourists will increase by 4.6 times, the share of roads in good and satisfactory condition will reach 100% and 4 million square meters of housing will be put into operation,” said the Minister of National Economy.

On the whole, the implementation of the Comprehensive Plans will make it possible to increase the rate of economic growth in the western regions, give impetus to the inflow of private investment, and improve the quality of life and welfare of the population.

So, by 2025, it is planned to attract about 13 trillion tenge of private investment in four regions, and create about 175 thousand new jobs.
