Special Program to attract best teachers with appropriate package of support measures to be developed in Kazakhstan — Ministry of Education and Science

Measures to fulfill the instructions of the President Kassym-Jomart Tokayev given on Jan. 11, 2022, during his speech in the Majilis of the Parliament were considered at the government session. Minister of Education and Science Askhat Aimagambetov reported on the measures taken to increase access to quality education.

First. Regarding the execution of the instruction to develop a special program to attract the best teachers with an appropriate package of support measures for regions where there is a shortage of teachers.

The ministry conducted an analysis to identify the shortage of teachers in the regions. On behalf of the President, a special program will be developed to attract the best teachers with an appropriate package of support measures.

“The best university graduates will be attracted to these regions, where there is the greatest need for teachers and a large gap in the quality of education. For involved teachers, we offer the following social support measures. This is the establishment of a 2-fold increase in the salary coefficient, the provision or compensation of housing payments and compensation for utility bills,” said the minister.

Second. On opening branches of five foreign universities by 2025.

According to the minister, in order to increase the competitiveness of Kazakhstani universities, work is underway to open at least 5 branches of reputable foreign universities by 2025.

Today, a branch of the University of De Montfort Leicester (De Montfort University Leicester) operates in the country. The educational process at the university is carried out in English. A world-class diploma is issued. Grants and scholarships are provided to citizens of the Republic of Kazakhstan in the amount of at least 7% of the total contingent. Training is carried out in the areas of IT, business and design.

The issue of transferring the North Kazakhstan State University named after Kozybayev to the trust management of the University of Arizona has also been worked out. As of today, a memorandum has been signed between universities and the ministry. Education will be conducted in English and in the following areas: education, IT, engineering, agro-technical, etc.

In addition, in order to ensure the access of young people in the western region of the country to higher education based on the best world standards, branches of two leading foreign technical universities will be opened. They will be granted high academic freedom.

Also, to improve the training of personnel in technical areas, the opening of a branch of a Russian university will be worked out.

Third. On allocating targeted grants in technical areas of training for applicants from densely populated regions and regions with a large gap in the quality of education.

“It is planned to allocate targeted grants in technical areas of training for applicants from densely populated regions, as well as regions with a large gap in the quality of education. Targeted grants will be allocated for studying at national and leading universities in Kazakhstan. Work will also be provided for at the main place of residence,” said Aimagambetov.

Currently, the share of state orders allocated to technical areas of training is more than 30%, in 2022 the number of grants will be increased to 60%. In addition, it is proposed to provide educational grants to the families of military personnel, law enforcement and special government officials who died (deceased) while performing tasks to protect public order.
