Prime Minister Askar Mamin chairs meeting of Commission on Digitalization

Prime Minister Askar Mamin chaired a meeting of the Commission under the President of the Republic of Kazakhstan on Digitalization.

Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin and First Vice Minister of Industry and Infrastructure Development Kairbek Uskenbayev reported on the progress of work on the creation of an information system for the Unified State Cadastre of Real Estate.

The Cadastre has consolidated 226 separate databases of the Automated Information System of the State Land Cadastre and the state database "Register of Real Estate". Access to information about the land fund and real estate objects is provided through the Public Cadastral Map, which works online and is currently 93.6% full. In May 2021, a pilot project for the provision of public services in the field of land relations was launched in a test mode.

It is planned to put the Cadastre into commercial operation by the end of 2021. In the future, a single platform will be formed that will unite the Cadastre, information systems of the State Urban Cadastre, "Address Register" and regional geographic information systems.

Minister of Ecology, Geology and Natural Resources Serikkali Brekeshev reported on the progress of work on the creation of the National Databank of Mineral Resources of the Republic of Kazakhstan. This information system will provide investors with the availability of geological data on deposits in Kazakhstan online. The issuance of subsoil use licenses will be fully automated on a first come, first served basis. Tools for monitoring subsoil users and analytics will be available to government agencies.

To date, the introduction of digitalization has made it possible to exclude such processes as familiarization with stock information, filing an application, signing an agreement, providing copies of geological information, which has reduced the procedure for obtaining information about subsoil from 6 months to 1 working day.

IS "National Bank of Mineral Resources of the Republic of Kazakhstan" is planned to be implemented by the end of 2022. The project will reduce the time required to obtain information about the subsoil and fully realize the investment potential in this area. The total volume of attracted foreign investment in the exploration of solid minerals in Kazakhstan by 2030 is projected at 96 billion tenge.

Minister of Trade and Integration Bakhyt Sultanov reported on the progress of work on the implementation of a pilot project "social wallet", which provides for the accrual of social payments in the form of electronic money of the National Bank of Kazakhstan to electronic wallets opened on the basis of individual identification numbers of citizens. The payment system of the National Bank of the Republic of Kazakhstan – System of instant payments will act as an infrastructure.

This project allows to improve the tools of social support of the population and to ensure the possibility of proactive crediting of payments to the accounts of recipients. The pilot project will be implemented in December 2021, commissioning – in 2022, integration of the social wallet with the National Distribution System – in 2023-2024.

The meeting participants also considered the implementation of the task of preparing at least 100 thousand qualified IT specialists by 2025. Within five years, it is planned to open 20 innovative programming schools in the regions of the Republic of Kazakhstan, transfer 50 regional universities under the patronage of IT companies and specialized IT universities, and allocate 20 thousand grants to programming schools. At the same time, starting from 2023, it is planned to introduce the “Virtual Teacher” project in Informatics in all secondary schools of Kazakhstan (currently being tested in 150 schools of the East Kazakhstan region) with the inclusion of this subject in the UNT.

The Head of Government instructed to ensure the timeliness and quality of implementation of all projects on digitalization of the economy, training and development of the IT industry.
