Ministry of Labor and Social Protection of Population Tamara Duisenova at the Government session spoke about the work carried out by the agency in order to implement the instructions of the Head of State, announced in the Address to the people of Kazakhstan on Sept. 1 of this year. "Fair State. One nation. Prosperous society".

Ministry of Labor and Social Protection of Population developed a clear algorithm for the implementation of all orders of Head of State.

Thus, as part of the implementation of the instruction to introduce a digital map of the family it is provided:

• the launch of the Digital Family Card in pilot mode on 9 types of benefits and social payments from Sept. 1, 2022;
• the introduction of the Digital Family Card as part of the draft Social Code of RK and amendments to the Laws of RK "On Personal Data" and "On Informatization" in December of this year;
• the provision of state guarantees in the field of social protection by means of a digital family card from Jan. 1, 2023;
• provision by means of the Digital Family Card of state guarantees in the spheres of health care and education from January 1, 2024;
• coverage of all types of state guarantees from January 1, 2025.

As part of the execution of the order to increase the minimum wage to 70 thousand tenge in December this year, it is planned to make changes to the bill On the national budget for 2023-2025, as well as adjust the algorithms for calculating social benefits assigned from the State Social Insurance Fund.

"In order to introduce a new methodology for determining the minimum wage, which will gradually increase its size, in March next year the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan together with the World Bank plans to conduct research and develop new approaches. And in December 2023, appropriate changes will be made in the Labor Code and the law "On minimum social standards" regarding the establishment of minimum wage and mechanisms to increase it," Duisenova reported. 

Within realization of the assignment to cover next year 100 thousand young people with various employment measures in January 2023 it is planned to review mechanisms of active measures of employment assistance within the National Project on Entrepreneurship Development.

At the same time, already this month the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan will be presented the calculations on additional requirement for financing from the national budget for introduction of the new mechanism of privileged micro-crediting of youth entrepreneurship at 2.5% per annum.

In order to fulfill the order to increase the size of payments from the State social insurance fund to 45% of average monthly income in December this year, changes in the parameters of the social insurance system under the draft Social Code. Payments in the new size will be made from January 1, 2023.

In addition, in order to fulfill the instruction to reduce the shortage of the most demanded highly qualified personnel in March 2023 it is planned to adopt a law "On professional qualifications".

As part of the commission to introduce investment visas for foreign businessmen who at one time invested more than $300 thousand in Kazakhstan, and visas for foreigners with scarce skills, in September this year amendments will be introduced to the Concept of Migration Policy of Kazakhstan for 2023-2027, and in June 2023 to the law "On migration".

In November this year the development of special programs to promote the resettlement of Kandaks and regulation of internal migration in the framework of the national project "Strong regions - the driver of the country's development" will be completed.

According to the minister, the calculations on additional need for financing from the state budget for non-working mothers and corrections to the algorithm of calculation of social benefits from the State social security fund will be made in order to implement the instruction to increase the period of payments for child care up to 18 months from September to October this year.

In December of this year, it is planned to change the parameters of the support system for families with children under the draft Social Code of the Republic of Kazakhstan, and prepare information systems for appointment and payment of state welfare and social benefits from Jan. 1, 2023.

In order to fulfill the instructions for a phased increase of the minimum size of the basic pension to 70% of the cost of living, and the maximum to 120% and establishment of the retirement age for women from 2023 to 2028 at 61 years from September to October this year, calculations on additional needs from the state budget to finance pensions will be presented, and also the algorithm of calculation of pension payments assigned from UAPF will be adjusted. In December this year, provides for changes in the parameters of the pension system under the draft of the Social Code of RK and the preparation of information systems for the appointment and payment of pensions from Jan. 1, 2023.
