It is necessary to ensure dynamics of manufacturing industry development — Askar Mamin

At the government session chaired by the Prime Minister of the Republic of Kazakhstan Askar Mamin, issues of the development of the manufacturing industry were considered. Minister of Industry and Infrastructure Development Beibut Atamkulov, Minister of Energy Nurlan Nogayev, Chair of the Board of JSC NMH Baiterek Aidar Arifkhanov, akims of the Karaganda region Zhenis Kassymbek, Kostanay region — Archimed Mukhambetov, Akmola region — Ermek Marzhikpayev, Mangystau region — Serikbay Trumov.

In accordance with the Address of the Head of State Kassym-Jomart Tokayev and the program of the Nur Otan party, the Government has been tasked with increasing the production of the manufacturing industry by 1.5 times by 2025.

This year it is planned to ensure the growth of ferrous metallurgy by 5%, incl. production of ferroalloys — by 10.4%, steel — by 17% and rolled products — by 19%, non-ferrous metallurgy — by 4.5%, incl. zinc — by 18.6%, lead — by 18.8%, copper concentrate — by 9%, aluminum — by 6%.

In the chemical industry, growth is expected in the production of phosphate fertilizers (+16.6%), ammophos (+15.4%), ammonium nitrate (+10.7%) and chromium compounds (+13.6%).

In mechanical engineering, growth is planned by 13%, including the automotive industry (+29%), the production of railway cars (+180%), agricultural machinery (+58%) and batteries (+10%).

The growth in production of the pharmaceutical industry is planned at the level of 5%, which will be ensured by an increase in the production of medicines by 10.2%, the launch of production for the production of a vaccine against coronavirus infection and 5 new projects.

The light industry is expected to grow by 5%. The volume of production of textile products will be increased by 6%, incl. cotton yarn (+50%), fabric (+14%), carpets (+19%), clothing (+11%), leather (+ 30.4%).

In the production of building materials, it is planned to ensure growth at the level of 6%, including the production of reinforced concrete products (+16%), bricks (+15%), cement (+11%), building mortars (+13%), thermal insulation materials (+12.5%), drywall (+ 11%).

“This year we must achieve growth in the index of the physical volume of the manufacturing industry at the level of 5.8%. It is necessary to ensure further growth in mechanical engineering, ferrous metallurgy, light industry, pharmaceuticals, food production, and building materials. This year, 110 processing projects should be commissioned for a total amount of about 2 trillion tenge,” Mamin said.

The head of government noted the importance of taking into account global trends in the introduction of new technologies into production processes, the need to take additional incentives for enterprises introducing digital innovative solutions, as well as measures to stimulate the flow of labor from low-productivity to more productive sectors.

“The Head of State Kassym-Jomart Kemelevich Tokayev approved the National Development Plan of Kazakhstan until 2025, the main priority of which is to build a strong economy. National projects will be formed in strategic sectors. A special role in this is assigned to the processing sector,” Mamin said.

The prime minister stressed that according to the Roadmap for the implementation of the Nur Otan Party Program, by 2025 it is necessary to ensure a 9-fold increase in the production of export-oriented petrochemical products.

In this regard, the Head of Government instructed the Ministry of Energy, together with NWF Samruk-Kazyna JSC, to ensure the commissioning of three oil and gas chemical plants in the Atyrau region and Shymkent this year, which will increase the volume of production in oil and gas chemistry to 400 thousand tons.
