Government considers measures to implement decisions of Supreme Council for Reforms

At the government session chaired by Prime Minister Askar Mamin, measures to fulfill the instructions of the President Kassym-Jomart Tokayev given at the third meeting of the Supreme Council for Reforms on Jan. 29, 2021, were discussed.

Chair of the Agency for Strategic Planning and Reforms Kairat Kelimbetov and Minister of National Economy Aset Irgaliyev presented their reports.

The new state planning structure will have three levels.

The documents of the first level will determine the vision of the country's development in the long and medium term: Strategy "Kazakhstan-2050", National priorities, National Development Plan, National Security Strategy, Territorial Development Plan.

The documents of the second level will determine the policy pursued on interregional and cross-sectoral issues: concepts for the development of sectors and national projects.

The third level documents include plans for the development of state bodies, regions and quasi-state organizations.

A key element in improving the public administration system will be total digitalization, including through the introduction of the Data Driven Government platform.

The national population census will be conducted in October 2021 with the introduction of modern digital technologies and process automation.

The head of government instructed to submit by Feb. 8, 2021, a package of urgent measures to ensure high-quality and sustainable economic growth for its consideration at a meeting of the State Commission for the restoration of economic growth.

The Ministry of National Economy, together with the Agency for Strategic Planning and Reforms, was instructed to finalize the draft State Planning System within a week, to ensure the submission of draft decrees on the adoption of National Priorities and the National Development Plan of the country until 2025 by Feb. 10, to form a list of National Projects within a month.

The prime minister instructed the Ministries of Finance, National Economy and the Agency for the Protection of Competition to submit coordinated proposals for the implementation of the Comprehensive Privatization Plan for 2021-2025 within two weeks.

The Ministry of National Economy was instructed to submit the draft updated Territorial Development Plan to the Office of the Prime Minister by April 1, 2021.

“The new package of reforms should ensure the prompt readjustment of key policies for economic recovery in the short term and create conditions for entering the trajectory of sustainable and high-quality economic growth,’’ said Mamin.
