Increasing investments, developing tourism and solving housing issues — development of Mangystau region in 2020

2020 was a difficult year, however, the Mangystau region showed a positive development trend in all major industries. Thus, the number of people employed in small and medium-sized businesses has increased, large investment projects have been implemented, and industries are introducing new innovative technologies. PrimeMinister.kz prepared an overview of how the region developed in January-December 2020 compared to 2019.

The gross regional product in January-December 2020 amounted to 2,171.2 billion tenge, the real growth of GRP — 95.4%. GRP per capita was 3,073.8 thousand tenge, the share in the country's GDP — 4.7% (2019 — 4.7%).

In the GRP structure, the share of industry was 51.9%, agriculture — 0.8%, trade — 3.9%, mining industry — 45.3%, manufacturing industry — 3.9%, electricity and water supply, etc. 2.6%, others — 43.4%.

 

Measures to restore economic activity

About 17 thousand small and micro-business entities most affected by the consequences of the global epidemic received benefits and were exempted from paying taxes. 404 entrepreneurs were repaid their main debts and granted deferrals for loans totaling 14.8 billion tenge.

1,339 people were trained in the basics of business, of which: 349 people under the Business School project, 990 people under the Bastau-Business project.

Within the framework of the Business Roadmap-2025 State Program for Support and Development of Business, 879 projects were supported for a total amount of 63.3 billion tenge and 1,428 new jobs were created, which is 3.7 times more compared to last year (in 2019 — 235 projects worth 5.4 billion tenge and 698 new jobs created).

In 2020, microcredit organizations issued 456 microcredits in the amount of 2.5 billion tenge and created 599 new jobs, including within the framework of Enbek State Program for Development of Productive Employment and Mass Entrepreneurship for 2019-2021, 351 microcredits were issued in the amount of 1, 9 billion tenge and 458 new jobs were created, of which:

  • in cities — 92 microcredits for 700 million tenge and 129 jobs were created;
  • in the countryside — 259 microcredits for 1.2 billion tenge and 329 jobs were created.

Since the start of the Nur Capital regional program (November 2018), 144 projects have been implemented for the amount of 2.9 billion tenge and 1,126 new jobs have been created.

The volume of credit resources issued by second-tier banks to small businesses amounted to 23.4 billion tenge.

As a result of the work carried out in the field of entrepreneurship in the region, the number of people employed in SMEs increased by 2,439 people and amounted to 121,525 people (an increase of 2%), the output of products by SMEs amounted to 991.7 billion tenge, an increase of 7.2%. The share of SMEs in GRP was 31.8%.

All-round support was provided to increase the workload of existing manufacturing enterprises, 4 new projects were launched (total cost — 10.9 billion tenge, 175 jobs).

  • Mini-plant for processing raw sugar;
  • Production workshop for the production, maintenance and repair of oilfield and drilling equipment;
  • Construction of a petrochemical complex in the industrial zone of Aktau;
  • Construction of a complex for the processing of hydrocarbons (stage 2).

 

Improvement of living conditions and social support of the population

For the appointment of a one-time social payment in case of loss of income in connection with the introduction of restrictive measures (42,500 tenge), 75,354 applications were registered. Social payments were assigned for 66,332 applications (4.2 billion tenge). Of these, 19 thousand appeals in a proactive format and 22 thousand (29,560 people) appeals were received by local headquarters, 13.4 thousand appeals (20,052 people) received by the headquarters were satisfied.

In addition, in 2020, the long-term problem of the city of Aktau regarding the outdated passenger bus fleet was resolved. For its renewal, about 216.5 million tenge was allocated, for which 18 modern buses of domestic production were purchased.

Major repairs were made to urban and intra-village roads. Within the framework of the Aul - El Besigі program, 44 streets were asphalted in the Beyneu region, 13 streets in the Mangystau region, and 25 streets in the Tupkaragan region. The repair of the intra-district roads of the city of Aktau was carried out. This became possible within the framework of the Employment Roadmap 2020. In total, 136 thousand square meters of road were repaired in six city districts.

In order to provide high-quality and affordable air transportation services, with the support of the Government, FlyArystan launched new flights to 6 directions.

 

Production in manufacturing industry increased by 0.7%.

Industrial enterprises of the region in January-December 2020 produced goods in current prices for 2,098.9 billion tenge. The index of the physical volume of industrial production amounted to 93.9%.

In the mining industry, production volumes amounted to 1,788.7 billion tenge (IFO — 93.3%).

In the manufacturing industry, production volumes increased by 0.7% and amounted to 174.3 billion tenge.

Oil production decreased by 6.7% compared to the same period in 2019 and amounted to 16.7 million tons. The volume of natural gas production decreased by 6.1% and amounted to 2.9 billion m³.

Growth is noted in food production by 7.4%, in light industry — by 7.3%, other non-metallic mineral products — by 26.5%, in mechanical engineering — by 2.4%.

 

26 greenhouses launched in Mangystau region in 2020

Agricultural products were produced in the amount of 20.7 billion tenge (IFO — 94.8%). There is an increase in the number of cattle — by 2% (22.5 thousand heads), horses — by 7% (92.6 thousand heads), camels — by 3.2% (71.1 thousand heads).

In 2020, two large projects were implemented for a total amount of 578 million tenge:

  • a mini-plant for processing raw sugar with a capacity of 3.6 thousand tons per year;
  • 1 hectare of the greenhouse complex of the Dikhanova peasant farm, with a capacity of 100-200 tons of melons and gourds per year.

Within the framework of the Enbek Program for the Development of Productive Employment and Mass Entrepreneurship, 1.2 billion tenge was allocated from the republican budget for the development of entrepreneurship in rural areas (microcrediting). Through the Fund for Financial Support of Agriculture JSC and Agrarian Credit Corporation JSC, 259 projects were financed with the creation of 329 jobs.

Within the framework of the state program for the development of the agro-industrial complex of the Republic of Kazakhstan for 2017-2021. 375 agricultural producers of the region were provided subsidies in the amount of 865.5 million tenge.

In order to resolve the issue of providing the population of the region with local vegetable products, 26 greenhouses were commissioned with a total area of ​​5.1 hectares. For the development of animal husbandry, the state issued subsidies for the drilling of 71 wells.

Within the framework of the Enbek Program for the Development of Productive Employment and Mass Entrepreneurship, 1.2 billion tenge was allocated from the republican budget for the development of entrepreneurship in rural areas (microcrediting). These funds are sold through the Fund for Financial Support of Agriculture JSC (841.7 million tenge) and the Agrarian Credit Corporation JSC (360.7 million tenge).

To date, 259 projects have been credited through financial institutions for the amount of 1.2 billion tenge. The projects created 329 jobs.

 

By the end of 2020, investments in fixed assets of the region increased by 2.9%

The Mangystau region is one of the leaders in attracting investments. The volume of investments in 2020 amounted to 576.4 billion tenge. The growth in comparison with 2019 was 2.9%.

In 2020, 11 investment projects worth 99.2 billion tenge were implemented in the region with the creation of 926 new jobs. These are such large projects as:

  • Aktau Tourism City Ltd tourist and hotel complex on the territory of a warm beach;
  • system for the preparation and injection of sea / formation water of the Dunga field;
  • electricity production for KazGPZ LLP in Zhanaozen;
  • construction and operation of a mini-plant for the processing of raw sugar and the production of granulated sugar and Navata on its basis;
  • construction of a wind farm at the Zhetybai wind farm with a capacity of 10 MW / h and 5 MW / h in the Karakiya region;
  • modernization of the complex for the processing of hydrocarbons (stage 2), industrial zone of the city of Aktau.

On the territory of the SEZ Seaport Aktau there are 18 enterprises with 1,778 jobs created.

 

Mangystau region joins top 10 promising tourist zones of the republic

Development of tourism in the region is one of the priority areas of our economy.

As part of the state program for the development of the tourism industry of the Republic of Kazakhstan, the Mangystau region entered the top 10 promising tourist zones of the republic.

Currently, one of the promising areas of tourism in the region is the development of a sea resort, beach tourism in areas from the city of Aktau to the port of Kuryk, located on the coast of the Caspian Sea.

After the instructions of the First President - Elbasy Nazarbayev in August 2018, "Aktau should become a modern sea resort", much attention is paid to the development of tourism and work is underway to develop the engineering and transport infrastructure of the region.

With the support of the Government of the Republic of Kazakhstan, the 1st stage of work on the development of the engineering infrastructure of the Warm Beach area of ​​the city of Aktau was completed (the total amount of construction is 17 billion tenge, 31 km — road, 10.5 km — electricity, 58 km — gas, 56 km — water pipes network).

In 2020, according to the information of accommodation (hotels), the number of served visitors is 178 thousand people, 93 accommodation places are registered, the volume of investments in fixed assets in the tourism sector amounted to 71.8 billion tenge, the volume of services rendered by places of accommodation amounted to 3.3 billion tenge (official statistics will be published in March 2021).

In July 2020, the 1st stage of the project of Aktau Tourism City Ltd. Multifunctional tourist and hotel complex Rixos Water World Aktau. The volume of investments is 68 billion tenge. At the end of 2020, the hotel was visited by 78,518 thousand people, as of Jan. 23, 2021, — 4,701 people. More than 600 people were employed, more than 140 contracts were concluded with SMEs.

In addition, in August 2020, the Holiday Inn Aktau water park and swimming pool construction project was launched (the project cost was 1.6 billion tenge, 50 new jobs were created).

At the same time, within the framework of the instructions of the Head of State Tokayev, with the support of the Government of the Republic of Kazakhstan, appropriate work is being carried out to develop the 2nd stage of the engineering and transport infrastructure of the resort zone development.

Within the framework of the visit of the Prime Minister of the Republic of Kazakhstan Askar Mamin in November 2020, the second stage of development of the resort area was launched, within which, within two years, the implementation of large projects of Tethys International Hub LTD (theme park, golf club, shopping center, hotels ), BI group (construction of a complex of villas and apartments) and Bazis-A corporation (construction of a resort and hotel complex Aqualina Resort).

At present, design and survey work with investors continues, technical conditions have been obtained to meet the needs of energy resources during construction.

In general, in the tourism industry in the region in the period 2021-2024, it is planned to implement 12 projects for a total amount of over 490 billion tenge with the creation of more than 2,500 thousand jobs.

1. Construction of a complex (theme park, golf club, shopping center, hotels), Tethys International HUB LTD (1st stage — 202.8 billion tenge, 2nd stage — 113.9 billion tenge, 1,800 jobs, commissioning Phase 1 in Q3 2021, Phase 2 commissioning in 2022).

2. Construction of the Visit Center with the complex Safari Hotel in the Karakiyan District Private company TETHYS INTERNATIONAL HUB LTD (project cost — 38.6 billion tenge, 200 jobs, launched in Q4 2021).

3. Construction of a complex of villas and apartments, BI Group (project cost — 47 billion tenge, 80 new jobs, commissioning — June 2021);

4. Construction of the hotel complex Double Tree by Hilton 4* company, BI Property, (project cost — 22 billion tenge, 110 new jobs, commissioning — in 2022);

5. Construction of the resort and hotel complex Aqualina Resort, Bazis-A Corporation (project cost 28 billion tenge, 80 jobs, launch of stage 1 in Q3 2021, launch of stage 2 in 2022).

6. Expansion of the hotel complex Dostar in Aktau — Dostar Company LTD LLP (project cost 400 million tenge, 20 jobs, 2nd half of the year);

7. Construction of the Sartas visitor center in the Tupkaragan region, KZ Neftemash LLP (project cost — 248 million tenge, 40 jobs, 2nd quarter).

8. Recreation center Flamingo Resort. Flamingo LLP (Project cost — 12.9 billion tenge, jobs — 290, implementation period 2020-2022).

9. Wellness complex Nur. SKR-Snab LLP. (Cost — 9.5 billion tenge, jobs — 240, implementation period 2019-2021).

10. Hotel Assyl Aktau. Assyl Aktau LLP. (The cost of the project is 6 billion tenge, jobs — 130. Implementation period — 2020-2022).

11. Recreation area Seaside Palace. Caspian Invest Group LLP (cost 2.1 billion tenge. Jobs — 90. Implementation period — 2020-2022).

12. Construction and operation of a health complex in the Warm Beach area of ​​Aktau, Aktauborproduct LLP (project cost — 2 billion tenge, jobs — 55. Implementation period 2021-2024).

12 sanitary and hygienic units have been installed in service points leading to tourist sites in Karakiya, Mangystau and Tupkaragan districts.

A unique brand book, a logo was developed, the site visitmangystau.kz was launched, city buses and stops were decorated in the same style. A guidebook, a map for tourists of the Mangystau region and the city of Aktau have been formed.

 

161 families received housing loans under the Baqytty Otbasy program

The volume of construction work amounted to 206.3 billion tenge, or 112.2% against the corresponding period of 2019. 1,192.8 thousand m2 of housing were commissioned (growth rate 101.5%).

Within the framework of the Nurly Zher program in the direction of Rental housing without redemption, 419 apartments with an area of ​​23.5 thousand square meters were commissioned in 2020, of which 215 apartments were provided to large families.

Within the framework of the 7-20-25 program, a maximum loan amount of 25 million tenge was determined for 4 large cities, including Aktau. Today, on 96 land plots in Aktau, commercial housing is being built with an approximate area of ​​960 thousand square meters for more than 12 thousand apartments, most of which will be sold under the 7-20-25 program.

At the beginning of 2021, 1,947 applications for the amount of 19.7 billion tenge were received by second-tier banks for a loan. Of these, 826 applications for a loan in the amount of 8.4 billion tenge were approved.

In 2020, 162 applications were approved under the Baqytty Otbasy program, including 161 families received housing loans for a total of 1.8 billion tenge. 133 housing certificates were issued for a total amount of 126.6 million tenge.

In addition, within the framework of the Nurly Zher program, work has begun on the introduction of housing construction through the mechanism of public-private partnership. In this area, initiatives of construction companies with a land plot and a corresponding project are being considered.

Under the 7-20-25 program, to date, second-tier banks have received 1,886 applications for a loan in the total amount of 19 billion tenge, of which 806 applications for the amount of 8.2 billion tenge have been approved.

 

In 2020, over 32 thousand jobs created

In the field of providing employment for the population in January-December 2020, taking into account the implementation of the program "Productive employment and mass entrepreneurship", 32,298 jobs were created (in January-December 2019 — 31,506 jobs ). Provided with permanent jobs 28,025 people, seasonal — 4,273 people.

The unemployment rate in Q3 2020 was 5.1% (Q3 2019 — 5.3%). The average monthly wage per employee for January-September 2020 amounted to 310,854 tenge, which is 9.9% more than the corresponding period of 2019.

Jobs were created in the following areas: construction — 6,669, wholesale and retail trade, car repair — 4,006, education — 1,585, health and social services — 283, transport and warehousing — 520, industry — 1,405.

Under the Enbek Development Program of Productive employment and Mass Entrepreneurship for 2017-2021 in 2020, a number of activities were implemented.

So, the first direction "Provision of program participants with technical and vocational education and short-term vocational training" covered 1,455 people.

In the second direction "Development of mass entrepreneurship" on the basics of entrepreneurship under the Bastau Business project, 1,243 people were trained, 835 people received state grants.

In the third direction, "Development of the labor market through the promotion of employment and labor mobility" aimed at youth practice 1,701 people, social jobs — 811 people, paid public works — 5,016 people.

 

Digitalization and implementation of innovations in large industrial projects

1. Large implemented projects in 2020: Total E & P Dunga GmbH — a system for the preparation and pumping of sea / stratal water in the Tupkaragan region (8.6 billion tenge, 4 jobs, investor France). Commissioned on June 1, 2020.

Multiplicative effect:

In this project at the Dunga field, new technologies are used to treat formation water and prepare seawater for reinjection.

Mixed sea and formation water (associated water, produced oil) is supplied to the seawater treatment unit for purification from mechanical impurities and oxygen removal.

Further, using injection wells to maintain pressure, a decrease in the pressure drop in the formation is achieved by pumping mixed sea and formation water, thus, the water throws oil at the wellhead, thereby affecting the positive indicators.

2. Construction of a tourist and hotel complex Aktau Tourism City Ltd in the warm beach area in the city of Aktau (68 billion tenge, 635 jobs, investor Turkey). Commissioned on July 30, 2020.

Multiplier effect:

The first and only five-star hotel in Central Asia on the All Inclusive system.

Due to the modern recreation and entertainment complex (swimming pool, water park, rooms of different classes, clean sandy beach), it will attract an additional influx of tourists to the Mangistau region, which will increase the recognition of Kazakhstan all over the world and thus give additional profit: investments, additional jobs, for budgets of all levels — additional taxes, payments, fees and duties. Development of SMEs, such as: transport services, photo and video services, growing agricultural products, etc.

To date, contracts have been concluded with more than 140 small companies, which positively influenced the increase in the volume of cleaning services, transport and logistics, improvement of services, agricultural development.

Rixos buys agricultural products from domestic producers, including local producers. During the opening of Rixos, the following products were provided: milk and dairy products (49 tons), fruits and vegetables (84 tons), meat and meat products (50 tons), fat and oil products (9.5 tons), groceries (23 tons), alcoholic and non-alcoholic drinks (over 500,000 liters).

3. Workshop for the production of oilfield and drilling equipment of OSS Kazakhstan LLP (project cost — 1.1 billion tenge, 50 jobs). Commissioned on Dec. 15, 2020.

Multiplicative effect:

The company uses modern equipment, in particular the only laser machine in the CIS, which allows the production of its own Kazakhstani products — oil equipment and components for oil companies. This will allow developing import substitution, increasing the development of local content, increasing the export potential of the region, and creating new jobs.

4. Modernization of the complex for the processing of hydrocarbons (stage 2) LLP Mangystau OiL Refining (project cost — 2 billion tenge, 50 jobs). Commissioned on Dec. 31, 2020.

Multiplicative effect:

The petrochemical complex uses modern equipment that meets modern technological and environmental standards, which allows the production of high-quality products - fuel oil, diesel fuel, heating oil, straight-run gasoline. This will allow meeting the demand of the Mangystau region for diesel fuel and gasoline of domestic production and increasing the Kazakhstani content. New jobs will be created.

5. Construction of the petrochemical complex of Onis Petroleum LLP (project cost 7.5 billion tenge, creation of 30 jobs). Commissioned on Dec. 31, 2020.

Multiplicative effect:

The petrochemical complex uses modern equipment that meets modern technological and environmental standards, which allows the production of high-quality products - motor oils, petrochemical products. This will allow developing import substitution, meeting the needs of the Mangystau region for domestically produced products, increasing the local content and creating new jobs.

6. Electricity production for LLP Kazakh Gas Processing Plant on the basis of small gas piston power plants of LLP OralMunayProm (project cost - 5.4 billion tenge, 50 jobs). Commissioned on Dec. 1, 2020.

Multiplicative effect:

The company uses modern industrial generators made in Germany and South Korea. Implementation of the project "Electricity production for KazGPZ LLP on the basis of small gas piston power plants" will allow KazGPZ LLP to save electricity costs up to 1 billion tenge per year.

 

To solve problems of three-shift training, 3 schools commissioned

There are 311 preschool organizations operating in the region, which cover 36.5 thousand children. Today, the coverage of children from 3 to 6 years of age with preschool education is 100%, coverage of children from 1 to 6 years of age with preschool education is 66.3%.

Seven private schools for 1,499 students have been opened, of which 4 are in Aktau (Aizhuldyz — 34 places, Zere — 130 places, Orken — 300 places, Zhaisak bala — 300 places), 3 in the Munaily district (Smart-ilim — 525 places , bilimdi Kazakhstan — 110, Camp — 100).

There are 15 schools in the region (in 2019-2020 — 18 schools) with three-shift training. To solve the problems of three-shift education in schools, 3 schools were put into operation: a school for 600 places in the village of Akshukur, Tupkaragan region, for 960 places in the village of Batyr, Munaily region, for 300 places in the village of Zhetibay, Karakiya region.

In the field of secondary education, the main focus is on providing distance learning during the period of quarantine restrictions.

Since the third quarter of the current academic year, education in schools of the region is carried out in three formats:

  • grades 1-5 are taught in classes on duty with a contingent of 61,355 students;
  • Grades 9 and 11 are taught in a combined format with a contingent of 16,757 students (70% of subjects in regular mode, 30% remotely);
  • 34 schools with a capacity of up to 300 places with a contingent of 3,570 students (including 11 private schools) study in a regular mode.

Distance learning is provided to 77,737 schoolchildren.

All students and teachers from poor families of the region are provided with computer equipment. For this purpose, 32,829 computer devices were purchased at the expense of the republican and local budgets.

At the expense of the local budget, 170 grants of the regional akim were allocated to graduates of secondary schools and colleges for training in higher educational institutions of the republic.

Within the framework of the project "With a Diploma to the Village", 434 young specialists in rural settlements of the region received lifting allowances in the amount of 113 million tenge, of which 207 people received budget loans for housing in the amount of 833 million tenge.

 

In 2020, incidence of tuberculosis decreased

In general, there are 26 public and 33 private medical institutions operating in the health sector in the region.

According to the Republican Center for Electronic Health, following the results of 12 months:

  • the infant mortality rate for 2020 was 8.1 ppm per 1000 live births (2019 — 9.6);
  • the maternal mortality rate in 2020 was 36.8 per 100 thousand births (2019 — 6.6);
  • the incidence of tuberculosis in 2020 decreased to 46 per 100 thousand population (2019 — 52.2).

In 2020, a new regional oncological dispensary with 100 beds began functioning (construction was carried out at the expense of NCOC) and a modular infectious diseases hospital with 200 beds was launched.

To improve the availability of primary health care, the YASIN medical center was introduced in the 17th microdistrict of Aktau.

In 2020, the health sector focused on measures to combat coronavirus infection.

In total, in order to prevent general infection in healthcare organizations, 1,727 beds have been prepared, today the occupancy of beds is 25%. Currently, there are 260 ventilators, 638 oxygen concentrators, 24 X-ray machines in the infectious and provisional hospitals of the region.

In general, 4.8 billion tenge were allocated from the republican and local budgets to fight the pandemic. The material and technical base of medical organizations has been updated. A ventilator, ultrasound and X-ray machines, patient monitors, a computer tomograph, personal protective equipment, etc. were purchased.

52 were purchased at the expense of the republican budget, and 34 ambulance vehicles were purchased at the expense of the local budget. The ambulance and emergency medical service of the region is provided with sanitary transport for 100%.

Accommodation and catering for medical workers in hotels are provided. The building of the former maternity hospital and the oxygen supply system of the regional hospital were repaired. A stabilization fund of medicines has been formed.

The equipment of medical institutions was also carried out at the expense of sponsorship funds. Subsoil companies and private companies rendered significant support to the events. The regional akimat was supported by NCOC, Mangistaumunaigas, Karazhanbasmunai, Ozenmunaigas, Karakudukmunai and other large companies.

Within the framework of the Employment Roadmap, construction, installation and repair work was carried out in 33 healthcare facilities. For these purposes, 1.5 billion tenge have been allocated. The program covers hospitals of all districts and cities, medical outpatient clinics of the villages of Akshukur, Saiyn Shapagatov, Bostan, Sayotes, Baskuduk, Atameken and Kyzylsay.

 

Epidemiological Situation Today

The situation in Mangystau region is stable. The region is in the green zone. Large-scale work is underway to keep the situation under control and prevent an increase in the number of cases. For this purpose, specially created monitoring groups are working in the region.

Since Aug. 17, 2020, 24 monitoring groups have been created in the region, 956 raids and 3,356 objects have been monitored. During the raids, violations of quarantine requirements were revealed at 155 sites, 138 administrative protocols were drawn up. Of these, individual entrepreneurs — 24, individuals — 113, legal entities — 1.

In 2020, in preparation for the second wave of the epidemic, a modern modular infectious diseases hospital for 200 beds was built in the Mangistau region. Another 11 hospitals with 2,452 infectious and 131 intensive care beds are fully equipped with all the necessary equipment and are in reserve.

Medical institutions are provided with 260 ventilators and 638 oxygen concentrators. The region has 7 computer and 4 magnetic resonance tomographs, 2 mobile medical complexes, and 1 mobile laboratory. The regional ambulance car park was replenished with 85 units of ambulance transport and was renewed by 100%.

As of Jan. 26, 2020, 112 people are receiving treatment in infectious diseases hospitals of the I-II level in the region. According to the health department of Mangystau region, out of 112 patients, 44 had a positive PCR test result.

Currently, 97 are in a state of moderate severity, 10 are in serious condition, and 5 patients are in an extremely serious condition.

The condition of patients in intensive care is due to respiratory failure and concomitant chronic diseases. The occupancy of the bed capacity in the region is 25%.

Today, there are 444 infectious beds and 54 intensive care beds in the region. 270 quarantine beds are open for citizens of the Republic of Kazakhstan and foreigners without a PCR analysis.

In order to form an operational stock of socially important medicines and medical products in order to meet the needs of the population of the Mangystau region, JSC SEC Caspian allocated 300 million tenge. By decision of the created working group, two companies in the region - FAYZ-2016 LLP and ADA Farm-Aktau LLP — are allocated a loan of 100 million tenge, with an interest rate of 0.01%. The purchased medicines have the opportunity to purchase other pharmacies in the region. Currently, these two companies have purchased funds for 60 million tenge. These are mainly antipyretic, anticoagulants, antibiotics, bronchodilators (bronchodilators), antihistamines, anesthetics. Additional medicines are ordered for the rest of the funds.

 

Share of local road network in satisfactory condition is 94%

Within the framework of the Nurly Zhol program, a number of major infrastructure projects have been implemented.

In 2020, 110 km of roads were built and an average of 264 km were repaired. This is the reconstruction of the Ata Zholy stage 1-2, construction of roads in the villages of Beineu, Beineu region and Sayotes, Mangystau region, Atameken and Bautino, Tupkaragan region, etc.

In addition, within the framework of the Employment Roadmap program, 7.8 billion tenge was allocated from the budget for the development of transport infrastructure, 30 projects were implemented, and 1,382 people were employed.

In 2020, within the framework of the program Aul - El Besigi in the villages of Beineu, Akshukur, Kyzyltobe, Bayandy, Baskuduk, 46.1 km of roads were built and 47.4 km of roads were repaired.

The share of the network of local roads in satisfactory condition is 94% today.

 

Work underway to ensure uninterrupted and reliable power supply and gas supply to new territories

In general, in the region, the provision of centralized water supply in cities is 100%, rural settlements — 92%, centralized wastewater in cities — 93.1%, in SNP — 3.8%, electricity supply in the region — 100%, gas supply — 98.9%.

In 2020, within the framework of the Regional Development until 2020 program, 7.2 billion tenge were allocated from the republican budget for the implementation of 17 water supply projects, and 2.1 billion tenge from the local budget.

In order to achieve the indicator on the provision of centralized water supply in rural settlements at the end of 2020 up to 79.3% (46 RSs out of 58 RSs), the implementation of the 1st project in the villages of Kyzyltobe and Birlik Munaily district is being completed this year.

Only the cities of Aktau and Zhanaozen are equipped with drainage and wastewater treatment systems. In SNP, septic tanks are mainly used. To achieve the planned indicator for 2020 for the provision of centralized water disposal in the SNP up to 3.8% within the framework of the Nurly Zher program, 3 projects are being implemented this year, including sewer networks and WWTP in the village. The expansion of the regional center towards the coastal zone and in the north-western direction requires solving issues of ensuring uninterrupted and reliable power supply and gas supply to new territories.

In this direction, the construction of the Khazar gas transmission plant of 110-6 kV (cost 1.6 billion tenge) continues, and design and estimate documentation has been developed for the construction of the 4th string of the Zhanaozen-Aktau main gas pipeline.

Currently, the problem of providing the region with drinking water is very urgent. In order to eliminate the shortage of drinking water in the Mangystau region, a number of large-scale projects are being implemented.

One of these undertakings is a project to increase the capacity of the Caspian desalination plant in Aktau to 40 thousand m3 per day. At the moment, a plan has been developed, according to which work has already begun. Thus, already in May of this year, an installation for the production of drinking water with a capacity of 5 thousand m3 per day will be put into operation. This will meet the needs of the population in the coming summer months.

In the village of Bayandy, Munaily district, work is underway to launch a desalination plant, which has not been operating for 3 years. Along with this, the construction of an additional desalination plant with a capacity of 3 thousand m3 per day began there. The launch date is February 2021.

At present, jointly with the Ministry of Energy, the work on the implementation of the project for the reconstruction of desalination plants of MAEK-Kazatomprom LLP and the construction of an additional unit with a capacity of 24 thousand m3 per day have been agreed. In 2021, the corresponding funds are provided in the local budget. Work has begun on the procedure for holding a tender for the development of design estimates.

Another desalination plant with a capacity of 50 thousand m3 per day will appear in the Kenderli resort area. At the moment, a feasibility study has been developed.

Together with non-governmental organizations, associations and representatives of the public in the field of ecology in the region, a "Roadmap for the comprehensive solution of environmental problems of the Mangystau region" for 2021-2025 has been developed. Within its framework, 36 different events and actions will be held. All of them will be aimed at applying the most modern methods of sorting, processing, recycling solid waste, recycling hazardous waste, reducing emissions from large suburban enterprises, landscaping and environmental promotion and education.

For example, Koshkar-Ata tailings reclamation project. For 2020-2025, a work plan has been developed to survey the territory and create a green protective zone with an area of ​​150 hectares (length 15 km, width 100-150 m) around the tailing dump. Currently, a competition has been announced to create a green area of ​​40 hectares, work will begin in the near future.

 

Program for Development of the Mangystau Region for 2021-2025 approved

The previously adopted program for 2016-2020 has been successfully completed. The current one was developed in a new format in accordance with the instructions of the Head of State. The main priorities of the development of the region, monitoring data of the current situation in the socio-economic development of the region were taken into account, moreover, the results of an oral survey of residents of districts and cities were taken into account.

The program covers three main areas: Economic Growth, Comfortable and Safe Region, Providing a New Quality of Life.

The first direction provides for the development of a sustainable economy and will be aimed at the development and diversification of the economy, the formation of a favorable business environment and investment climate, and the development of industrial and innovation infrastructure.

Due to the development of promising sectors of the economy, and this is the manufacturing industry, transport, logistics, the development of the agro-industrial complex and tourism, an average annual growth rate will be provided. The work on modernization and reconstruction of existing production facilities will continue.

In the manufacturing industry, about 17 projects will be implemented with the participation of domestic and foreign investors (Singapore, China, Turkey, Azerbaijan) in the amount of about 268 billion tenge, with the creation of more than 1,300 jobs.

In order to increase the competitiveness of the agro-industrial complex, the emphasis will be placed on the development of a solid forage base for animal husbandry, the creation of 5 agro-zones with a total area of ​​437 hectares.

Within the framework of the Enbek program, the annual issue of microcredits will continue to increase the productivity of agricultural products and much more.

As a result of the implementation of the 1st direction by 2025, the growth of the gross regional volume from 3.6 trillion tenge in 2019 to 4 trillion by 2025.

The second direction is the Comfortable and Safe Region.

In the next 5 years, within the framework of the Nurly Zher state program, it is planned to commission about 3.5 million m2 of housing. As a result, the provision of housing per person by 2025 will increase from 25.5 to 27.2 m2. The second important goal is to provide the population with drinking water. To this end, the program provides for:

  • Construction of networks and water supply systems for individual sections in the 21st settlement, with a total length of 664 km;
  • Expansion and modernization of the Caspiy desalination plant, construction of desalination plants in the village of Bayandy and Fort Shevchenko;
  • Construction of a number of desalination plants in the resort area of ​​Kenderli and at the Karazhanbas field. In addition, it is planned to replace desalination plants on the territory of MAEK.

As a result, by 2025 the population will be provided with water by 100%.

Until 2025, it is planned to increase the share of local roads in good and satisfactory condition to 99.8%.

The third direction is Ensuring a new quality of life.

In this direction, it is planned to increase employment of the population, taking into account the creation of more than 32 thousand new jobs per year, through the implementation of investment projects, state and regional programs.

It is planned to open at least 7 medical outpatient clinics in villages, overhaul 6 health facilities, build a multidisciplinary city hospital in Aktau with 400 beds, and open youth health centers.

Work will be carried out to eliminate three-shift training, it is planned to build 17 educational facilities for 15,120 places. It is planned to commission 26 sports facilities within 5 years.

Today, special attention is paid to the development of the countryside, for which, within the framework of state programs, such as Development of regions, Aul - El Besigi, funds are allocated to modernize the infrastructure of rural areas, bringing them to the parameters of the System of Regional Standards. In 2025, the level of provision of rural settlements with social benefits and services will increase from 62.6% to 98.4%.
