Measures to demonopolize economy of Kazakhstan considered by Government

Prime Minister of the Republic of Kazakhstan Alikhan Smailov held a regular meeting of the Commission for Demonopolization of the Economy.

During the meeting, it was noted that at present, social-entrepreneurial corporations are allocating land plots on a non-competitive basis for the implementation of investment and innovation projects. However, in practice, there are facts of the sale of land plots for the construction of multi-apartment residential buildings, restaurants, car washes, etc.

As an example, a case was given when in one of the major cities of the country, 679 hectares were allocated to the SEC, of ​​which 254 hectares were allocated for housing construction, 96 hectares for commercial facilities, and only 5 hectares for the creation of a factory and production base.

As a solution to this issue, it is proposed to exclude the possibility of out-of-competition provision of land through the SEC, which will ensure the transparency of their allocation, increase the volume of budget revenues from the sale of land at auction, and provide all market entities with equal opportunities to receive them.

It was also noted at the meeting that only a few companies provide services in the field of repair of main railway networks. This is due to the high qualification requirements that apply to them.

In this regard, the Prime Minister of the Republic of Kazakhstan instructed the Samruk-Kazyna Fund to review these requirements towards mitigation in order to create more competitive conditions in this area.
