Serikkali Brekeshev: Deadlines for collection of recycling fees on cable and wire products postponed until Jan. 1, 2023

Currently the Ministry of Ecology, Geology and Natural Resources and the Ministry of Industry and Infrastructure Development are working on changing the terms for collecting the recycling fees on cable and wire products until Jan. 1, 2032. This was announced by the Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan Serikkali Brekeshev.

In pursuance of the instructions of the Head of State Kassym-Jomert Tokayev, who told that the recycling fee should be handled by a state organization, a relevant government decree was adopted. This resolution determines that a 100% stake in the authorized capital of Operator ROP LLP has been accepted into state ownership.

As the minister informed, JSC Zhasyl Damu with 100% participation of the state was determined as the new operator of extended obligations of producers (importers). There are no other owners of JSC in the authorized capital.

An Interdepartmental Working Group was created to revise the recycling fee rates, which also included representatives of the public, business and interested government agencies.

“On Jan. 27, the issues of revising the rates (coefficients) of the recycling fee for cable and wire products were discussed. The members of the working group were informed that the Ministries of Ecology, Geology and Natural Resources and Industry and Infrastructure Development of the Republic of Kazakhstan are currently working on postponing the collection of waste collection on cable and wire products until Jan. 1, 2023,” Brekeshev said.

This decision was made in the course of discussions with importers and manufacturers of cable and wire products. The conclusion of NCE Atameken proposed amendments to the Incentive Rules and to the methodology for calculating the utilization payment.

The Ministry of Ecology has developed a corresponding draft order, which is being approved by state bodies.
