State control system should become more fair and objective — Alikhan Smailov

The Prime Minister of Kazakhstan, Alikhan Smailov, chaired a session on the introduction of "from scratch" regulation in business and automation of state control.

The "from scratch" regulation is implemented by the Government in close cooperation with Atameken NCE to reduce the excessive administrative burden on business and to create a more comfortable environment for business activities. As part of this work, an entire array of regulatory acts is being reviewed today.

The participants discussed the progress of analysis in the areas of land relations, information and communication, computer programming, pipeline transport activities, warehousing and mining.

The Prime Minister noted that the state authorities need to strengthen coordination of this work and instructed to include the areas that have not been affected by the analysis in the relevant Schedule.

"This is one of the main reforms of the economic policy of New Kazakhstan and one of the main directions in the work of the Government. The requirements to business should be clear and precise. Business should work smoothly," Alikhan Smailov said.

Also the participants of the meeting considered the progress of automation of the state control system. At the moment, the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan analyzed 57 types of activities on the availability of sectoral information systems, the schedule of organizational and procedural measures to re-engineer the areas of state control is being developed.

The Head of Government stressed that due to automation, inspectors should come with inspections only to those business entities that commit serious violations.

"Reducing unreasonable, unnecessary, irrelevant requirements to business is critically important. We are now living in a new reality, so by the time the moratorium on business inspections is lifted, the system of state control and oversight must be fair and objective," Alikhan Smailov said.

The Prime Minister noted that no efficiency is possible without automation of control.

"The achievement of this goal depends directly on the state agencies - on each supervised sector, on each minister, each vice minister. This work must be done in good faith, so that society will feel the changes. Otherwise, I will raise the personnel issue as a matter of urgency," Alikhan Smailov concluded.
