Government adopts a set of measures to implement instructions of the Head of State

Government is working on implementing the instructions of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev to eliminate the consequences of the unrest and further the country's socio-economic development.

On Jan. 5, 2022, a moratorium was introduced on the increase in tariffs and prices for utilities (heat supply, water supply, sanitation, electricity, gas supply) for the population for 180 days.

A public social fund “Qazaqstan Halqyna” has been created, to which business entities have already transferred over 20 billion tenge.

The implementation of the Operational Action Plan to stabilize the socio-economic situation in the country has begun.

The Ministry of Internal Affairs has been allocated the necessary funds to strengthen the material and technical support of the departments of the internal affairs bodies. Police departments in the regions where official vehicles were destroyed during the riots were supplied with 457 patrol cars and 70 buses.

Citizens and legal entities affected by the riots have been granted a deferral for repayment of bank loans and microcredits.

To reduce the burden on business, tax and customs audits initiated by the state revenue authorities, as well as the issuance of notices on cameral control have been suspended.

Government Commission approved the mechanism for compensation for damage caused to SMEs during the riots. In the near future, at the expense of the Government's reserve, compensation for damage to entrepreneurs on real estate, movable property, as well as lost (stolen) inventory items will begin.

Government has appointed the state-owned company Zhasyl Damu as the operator for collection of utilization payments, 100% of whose shares are owned by the state. The previously accumulated funds of ROP Operator LLP became the property of the state. A platform has been created with the participation of the civil and business communities to develop proposals on rates and mechanisms for using utilization fees.

In order to support socially vulnerable segments of the population, the Rules for the appointment and implementation of payments to certain categories of citizens for renting secondary housing have been developed.

To provide citizens with information about the injured and missing, a round-the-clock direct line was created on the basis of the 1414 call center. 150 operators were involved in advising citizens, more than 200 thousand calls were received.

The work of utilities, public transport and social infrastructure facilities has been stabilized.

The stable operation of the financial system, trade facilities, all types of transportation and communications has been ensured.

Government has postponed gas trading until Jan. 1, 2023 on the electronic trading platform. In parallel, the Ministry of Energy, together with market participants, has begun work to improve the mechanism for trading liquefied petroleum gas on an electronic platform in order to ensure transparency and prevent unreasonable price increases.

Government will continue to take measures for the prompt and high-quality execution of the instructions of the Head of State aimed at ensuring further socio-economic growth and building a new Kazakhstan.
