Proposals for education system development considered by Government

Topical issues of education development were discussed at the meeting chaired by the Prime Minister of Kazakhstan, Alikhan Smailov.

For example, the Ministry of Education has proposed that children from socially vulnerable groups could receive assistance from the universal education fund (uniform, food, etc.) when studying in public schools as part of a state order. Currently, this norm applies only to education in public schools. The Prime Minister supported this proposal. 

Also considered was the implementation of a mechanism to pay for meals for children from families in crisis and unable to attend kindergartens that receive state order. This measure is proposed to be implemented through the service "Digital Family Map", which will be launched in early 2023. It is planned to identify children from families in crisis situations in order to subsequently make targeted payments for their food expenses.

Alikhan Smailov ordered to complete integration of the necessary information systems of government agencies and develop the mechanism of financing of the initiative. At the same time he drew attention to the need to ensure effective control over spending of funds to exclude their misuse.

"On the instructions of the President we allocate colossal funds for education and are ready to allocate additional money for implementation of new initiatives, but we need to ensure the quality and proper control," Alikhan Smailov said.

In addition, participants in the meeting discussed the launch of a single queue for kindergartens at a centralised level, which will save budgetary funds and eliminate corruption risks in the allocation of places. In particular, it is planned to provide an opportunity to join the queue and receive the appropriate referral via applications of second-tier banks and Egov. 

Alikhan Smailov supported this initiative and stressed the importance of ensuring full organizational order in the new system: the elimination of double queue, verification of children's data, etc.

The meeting also considered new approaches to improvement of quality of teaching English in schools, professional development of teachers, provision of educational organizations with high quality Internet, expansion of kindergarten access for children with special educational needs with introduction of special staff of teacher-assistants, release of school teachers from non-core functions in terms of setting payments to universal education fund, renovation of material and technical base of colleges, raising the status of teachers, their salaries, etc.
