Government reviews implementation of Bastau Business project and issues of increasing local content in public procurement

At the Government session chaired by Prime Minister Askar Mamin, the interim results of the Bastau Business project and local issues in public procurement were examined.

Chairman of the Board of Atameken National Chamber of Entrepreneurs Ablay Myrzakhmetov, Minister of Labor and Social Protection of the Population Birzhan Nurymbetov, Minister of Agriculture Saparkhan Omarov, Minister of Industry and Infrastructure Development Beibut Atamkulov, Minister of Finance and First Deputy Prime Minister Alikhhan Smailov and Deputy Prime Minister Berdybek Saparbayev reported on the work in this direction.

In the framework of the project " Zhas Kasipker " under the Enbek state program from July 22 to Sep. 5, 2019, 18.3 thousand representatives of youth and large families were trained in 200 schools of the republic. Taking into account 15 thousand trained under the Bastau project, 33.3 thousand unemployed and self-employed were covered, including more than 600 members of large families under the age of 29 years. Sep. 1, 2019, of the total number of graduates in 2019, microloans were received by 2,360 people, grants – by 5,431 people. By regions, the best indicators are observed in Pavlodar (70%), East Kazakhstan (61.5%) and Kyzylorda (61.2%) regions.

The maximum indicator for the share of local content in the Kostanay region is 40% in the procurement of furniture and food, 21% in light industries. In the sectors of construction materials, the maximum figure is 19% in Aktobe and Pavlodar regions.

59.8 billion tenge (72%) were allocated for lending in rural areas. Since the beginning of the year, a total of 9,433 microloans (49.6%) were issued, of which in the countryside - 8,450 or 50.7% of the annual plan (16.7 thousand). The average size of microloans in the village is 3.8 million tenge, and in the cities – 11.1 million tenge.

“The issues of implementation of the Bastau-Business, Zhas Kasipker, microcredit projects discussed today are inextricably linked with ensuring employment of the population. And this is for us one of the main tasks set by Elbasy and the Head of State. We see the positive results of this work. In 2019 alone, more than 5 thousand citizens started their own business, created 8.5 thousand jobs,” Mamin said.

The head of Government instructed to work out the issue of increasing the share of Bastau Business project participants who opened or expanded their business from 20% to 30%. In addition, he ordered to accelerate the implementation of all the plans for microcredit and grants, take measures to implement the approved indicators for local content, and ensure the observance of the legal requirements, an industrial certificate and the ST-KZ certificate, as well as provide for the development of procurement rules for quasi-public sector entities to support small and medium-sized business (similar to the Samruk-Kazyna Fund) and to ensure their acceptance within one month.

“Ministers and akims are personally responsible for the implementation of indicators on Kazakhstan content and relevant legislation. Following the results of 9 months, we will hold a meeting at which questions of the implementation of these indicators will be considered,” the prime minister summed up.
