Government session chaired by the Prime Minister Askar Mamin reviewed the draft Complex Development Plan for the City of Shymkent until 2023, aimed at achieving the goals set by the First President – Elbasy Nursultan Nazarbayev, and corresponding to the orientation of the Head of State Kassym-Jpmart Tokayev, given during the recent visit to the metropolis.

The main directions and measures of the Complex Development Plan were presented by the city akim of Shymkent Gabigulla Abdrakhimov. The Minister of National Economy Ruslan Dalenov reported on the expected socio-economic effect for the economy of the city and the country as a whole.

In the plan, it is expected to implement 89 events for a total amount of over 1.2 trillion tenge for the entire period, including 836 billion tenge (65%) – using private investment, 68 billion tenge – through the public-private partnership. The implementation of this document will provide compact construction and optimization of the city, the effective use of infrastructure, as well as create favorable and comfortable conditions for the population.

“Shymkent is one of the industrial and cultural centers of Kazakhstan,” noted the head of Government and gave a number of specific instructions to ensure the further development of the city.

The implementation of the plan will create conditions for bringing the annual volume of investment over five years to 1 trillion tenge. For the development of investment potential, it was entrusted to ensure the construction of new industrial zones Zhuldyz and Shymkent-Agro and to ensure the expansion of the Ontustik free economic zone.

In 2020, it is planned to complete the construction of a new passenger airport terminal and the reconstruction of the railway station in the direction of the development of transport and engineering infrastructure. Along with this, the construction of the continuation of the Tashkent Avenue and the A2 bypass road with interchanges will be provided. This will increase the capacity and transport potential of the city.

In turn, for energy supply and gas supply of the city, Prime Minister Askar Mamin ordered to complete the construction of a gas distribution station (AGRS-3), as well as a combined-cycle plant with a capacity of 450 megawatts due to private investment.

“The comprehensive plan will increase the volume of housing construction from 500 thousand in 2019 in stages to 1 million square meters per year and bring the level of housing to 30 square meters per person," said Askar Mamin. For example, the implementation of the Shymkent City project alone will allow to build 1.5 million m² of housing with a ready-made social infrastructure.

For this, according to Mamin, it is necessary to continue the development of housing construction. The focus will be on compact building of the city, applying the experience of investors with international standards of housing construction.

Development prospects are expanding in the tourism industry. The reconstruction of the citadel fortification and the implementation of the project for the construction of an international-level amusement park will provide an additional influx of tourists. The proximity to the cities of Turkestan and Tashkent will give a powerful impetus and synergistic effect for the construction of tourism infrastructure and the creation of new jobs.

In 2020, the city of Shymkent is defined as the cultural capital of the CIS. In this regard, government agencies are instructed to ensure the readiness of social and infrastructure facilities in a timely manner.

“The implementation of the Complex Development Plan will increase Shymkent’s gross regional product from 2 trillion tenge (in 2018) to 3.5 trillion tenge by 2023,” said Askar Mamin.
