Preferential lending for agricultural machinery under preparation — Brekeshev at government session on execution of President’s instructions

At the regular government session, measures to implement the instructions of the Head of State given at the expanded meeting of the Government on July 14, 2022, were considered. The Minister of Geology, Ecology and Natural Resources of Kazakhstan Serikkali Brekeshev presented a report on the topic.

According to the minister, the main directions for the development of the geological industry were presented at a government meeting on May 4 this year. At the same time, according to the minister, the reasons for delaying the launch of the National Data Bank of Mineral Resources are related to the default of suppliers.

“The competition was held in 2019, Transtelecom JSC was declared the winner. Due to lengthy procedures for approving funding, identifying a supplier, the project implementation period was postponed to July 2021. During 2021, the performance of the information system was repeatedly tested, which showed its unavailability. According to the assessment of the independent project office KPMG, the project has been implemented by only 60%,” said the head of the environmental department.

Serikkali Brekeshev also said that budget funds in the amount of 2.5 billion tenge. are in the accounts of the Treasury Committee. Due to non-fulfillment of obligations by the supplier, payment for services was not carried out. At the same time, today the penalty is 249 million tenge.

“At a meeting of the National Commission for the Modernization of the Economy in March this year, a proposal was supported for the further implementation of the information system within the framework of the Kaznedra unified subsoil use platform. The platform is interdepartmental, government agencies that work with subsoil users participate. Now we are working with the Ministry of Digitalization,” the Minister of Ecology said at the government session.

To address the issue of the increased population of saigas, the minister reported on the meeting held on July 14 with the participation of representatives of science and specialized associations.

As part of resolving the issue, the first thing that was emphasized was conducting in-depth scientific research for a comprehensive assessment of ecosystems in the range of saiga populations. As the minister noted, research is needed for effective monitoring of the saiga population and sustainable management of its resources.

As part of the report, the Minister of Ecology, Geology and Natural Resources said that the Institute of Zoology submitted an application to the Ministry of Science and Higher Education to conduct research within the framework of targeted funding, but was refused.

“In this regard, Alikhan Askhanovich, we ask you to instruct the Ministries of Science and Higher Education and Finance to consider the possibility of allocating funding for these studies from this year,” Minister Brekeshev said.

At the same time, the head of the Ministry of Ecology raised an urgent issue with a request to allocate compensation to agricultural producers in connection with the damage caused by wild animals.

“As for the issue of preferential lending for agricultural machinery at the expense of the ROP Operator, as Kairbek Aitbayevich said, the relevant work is being carried out jointly with the Ministry of Investment and Development and the Ministry of Agriculture,” Serikkali Brekeshev, the Minister of Ecology, Geology and Natural Resources, concluded.
