For 11 months of 2017, 413 thousand people found jobs under Employment Program — Tamara Duissenova

Today, during the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, preliminary results of the Program for the Development of Productive Employment and Mass Entrepreneurship were considered.

Minister of Labor and Social Protection of the Population Tamara Duissenova noted in her report that for 11 months of the current year, 413 thousand people were employed, of which 279 thousand people found permanent jobs.

To date, the number of participants in the Program has reached 527,000; more than 50% of them are residents of rural areas. According to the Minister of Labor and Social Protection of the Population, the main indicators of the Program have been achieved.

"In the first direction, 90,000 people were trained to meet the needs of regional labor markets, of which: 21,000 are unemployed youth, the remaining 69,000 are unemployed and self-employed. Short-term training courses were completed by 43.5 thousand people," Tamara Duissenova said.

In the direction of "support of entrepreneurial initiatives" within the framework of the Bastau Business Project, 15,000 people completed their training, of which 8,200 people presented their business projects and over 3,000 received loans. Next year, it is planned to increase the number of students under the Bastau Business program from the number of unemployed and self-employed citizens to two times (up to 30 thousand people).

The third direction of the Program provides targeted support in employment of vulnerable categories of citizens and increased mobility of labor resources.

"This year, about 134 thousand people are directed to social work places, youth practice and public works," the Minister of Labor and Social Protection of the Population said.

A special place in the Program is the direction to increase the labor mobility of citizens. Tamara Duissenova noted that this year interregional vacancy fairs were held in all regions of the retirement with the participation of employers from the regions of arrival. As a result, more than two thousand families expressed a desire for voluntary resettlement in the northern regions.

"As of today, 381 families or 1,479 people have voluntarily moved from the southern regions within the framework of the Program, taking into account allocated funds to the northern regions. The next year, it is planned to increase the regional quota of resettlement by 5 times, that is, to bring up to 1,700 families or about 7,000 people," Tamara Duissenova reported.

In conclusion, the Minister proposed for the Government's consideration a number of changes and additions to improve the mechanisms of the Program aimed at encouraging the voluntary resettlement of citizens, supporting entrepreneurial initiatives of citizens, and improving the education system.

Akim of Zhambyl region Karim Kokrekbayev, Mangistau region – Yeraly Togzhanov, East Kazakhstan – Danial Akhmetov, Almaty – Amandyk Batalov reported on the implementation of the Program in the regions.
