In pilot schools with updated program, average score of education quality doubled — Y. Sagadiyev

Today at the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, the Minister of Education and Science, Yerlan Sagadiyev, reported on the transition to updated content in secondary education organizations.

As Yerlan Sagadiyev noted, the work on the transfer of school education to the updated content has started. This work is carried out within the framework of the Nation's Plan "100 Specific Steps" and the state program of education and science.

"Before introducing the updated content in regular schools, we tested it in Nazarbayev Intellectual Schools, and then in 30 pilot schools," Yerlan Sagadiyev said.

Based on the results of the approbation, the average score of the quality of education in pilot schools has doubled.

The transition to the updated content programs is carried out according to the schedule. So, in the 2016-2017 academic year, 1 grade was transferred to the updated content, in 2017-2018 — 2, 5, 7 grades. In the future, in the 2018-2019 school year, 3, 6, 8 grades will be transferred.

Since January 1, 2018, the official salaries of teachers who switched to the updated content (1, 2, 5, 7 grades, since September 1 of this year – 3, 6, 8 grades) have been increased by 30%.

"More than 200 thousand teachers or 70% of the total number of Kazakh teachers will receive an increased salary in 2018," the Minister Yerlan Sagadiyev informed.

All activities on the normative and methodological transition to the updated content of education are carried out jointly with NIS AEO. For today, new state standards for primary, basic and general secondary education are ready. Typical curricula and programs have been approved, textbooks have been developed. A criteria evaluation system is being implemented.

Textbooks for the 1, 2, 5 and 7 grades have been developed and introduced. At the level of primary education, basic textbooks are being introduced. In 2018-2019, textbooks for grades 3, 6 and 8 will be introduced. The portal Public Appraisal contains layouts of textbooks for grades 3, 6 and 8.

"We bought banners on the most popular sites, placed on them a public examination of textbooks. The link was sent to all 300 thousand teachers, school principals, 2 million parents. Today, more than 20 thousand people go on examination of textbooks every day," the Minister said.

As for the procurement of textbooks, the norm on the compulsory purchase of textbooks every four years has been abolished. The books will be re-issued only in case of significant changes in the standards of education and training programs.

According to Yerlan Sagadiyev, the akimats have the right to purchase only the necessary number of textbooks. Printing houses will be obliged to provide an electronic version of the textbooks.

In March, a list of textbooks for the next academic year will be formed, in April the akimats will start buying them.

"As part of the transition to the updated content, we provide teachers with digital educational resources. To date, 100% of schools have access to digital resources," said Yerlan Sagadiyev.

Annually 75 thousand teachers will pass qualification upgrading courses.

In conclusion, Yerlan Sagadiyev said that the schedule for the transition to the updated content has changed. Initially, the program for updated content in the 0 grade was planned to be implemented in 2019. Today, a single program and timetable for teacher training is ready, textbooks have been examined. But they are all in Cyrillic script. Now it is necessary to print textbooks for almost 400 thousand students of 0 classes.

"In connection with the transition to the Latin script, we consider it expedient to print these textbooks right on the Latin alphabet. It will also be financially profitable. It takes time to prepare new textbooks, carry out examinations, approbation, training of teachers. Therefore, we will move to zero grades in 2020. Such changes have been introduced into the new state program," said Yerlan Sagadiyev.

Also, akims of Kyzylorda region — K. Kusherbayev, Kostanay region — A. Mukhambetov, principal of school-lyceum No. 38 in Ust-Kamenogorsk, I. Chernyshova, spoke in the course of consideration of this issue.

Summing up the discussions, the Prime Minister Baktyzhan Sagintayev noted that the Strategic Development Plan of Kazakhstan until 2025 paid special attention to the development of human capital through the education system.

"The Instruction of the Head of State is being executed in accordance with the 76 and 79 steps of the Plan of the Nation "100 Specific Steps." We can see the first results — new programs and textbooks are being prepared, teachers' salaries are increasing. All this will undoubtedly affect the quality of education," said Bakytzhan Sagintayev.

At the same time, Bakytzhan Sagintayev noted that there is a misunderstanding by the public of all the ongoing processes in the sphere of education. There is a criticism from the parents of students and Parliament deputies.

"The quality of these reforms, their consistency, the problems with textbooks which arise year after year, cause disputes. Yerlan Kenzhegalievich, you are personally responsible for the implementation of the tasks," the Prime Minister Bakytzhan Sagintayev said.

In this connection, Bakytzhan Sagintayev instructed to reconsider approaches to work, while it is important to take into account the opinion of teachers and the public, to widely discuss the innovations that have been adopted and to find compromises.

Also, the Ministry of Education and Science, together with the Ministry of Information and Communications, was instructed to strengthen the information and explanatory work on the ongoing reforms.

Deputy Prime Minister Erbolat Dossaev is responsible for coordination of the issue.
