Yelzhan Birtanov is personally responsible for timely provision of medicines — Bakytzhan Sagintayev

At the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, Minister of Healthcare Yelzhan Birtanov reported on the measures taken to provide medicines at an outpatient level.

According to the minister, the system of free and preferential medicines has been functioning in Kazakhstan since 2005 within the framework of the State Program for Healthcare Reform and Development for 2005-2010.

The Ministry and the single distributor SK-Pharmacia carried out work to collect preliminary information on the needs for outpatient drug provision for 2018, within which a deficit in medicines was detected at a minimum of 32% or 60 billion tenge.

To this end, the Rules for the formation of lists of procurement of medicines and medical products within the guaranteed volume of free medical care and in the system of Compulsory Social Health Insurance have been sent for state registration to the Ministry of Justice of Kazakhstan.

In addition, a number of regulatory legal acts in the field of the circulation of medicines have been consistently developed. On June 30 of this year, a law enacting centralization of outpatient drug provision came into force.

According to the new procurement rules, the duration of the two-stage tender procedure conducted by the Single Distributor for the purchase of medicines and medical products is 59 days. The approximate date for the beginning of the delivery of medicines is from February 15 to March 10, 2018.

In this regard, in order to prevent the disruption of the drug provision, it is proposed to make the amendments to the draft resolution of the Government in terms of providing an opportunity for a single distributor to purchase a three-month demand for medicines and medical products for 2018 from a single source.

Summing up the consideration of the issue, Bakytzhan Sagintayev noted that the procurement of medicines are under the control of the Head of State. In connection with the importance of the problem, the Prime Minister reminded Yelzhan Birtanov of his personal responsibility. Also, the Ministry of Healthcare is instructed to make adjustments to the organization of work on medicines and eliminate the shortcomings in planning.
