During the meeting, issues on the implementation of the State Program Digital Kazakhstan, the digitization of education and healthcare, as well as the provision of public services and the development of digital skills were discussed.
At the meeting, Minister for Information and Communications, D. Abayev, Healthcare, Y. Birtanov, Education and Science, Y. Sagadiyev, as well as chairman of the Government for Citizens State Corporation NJSC, A.Ospanov and the chairman of Zerde Holding JSC, R. Yensebayev, reported on the work carried out in these directions and further plans.
For reference: To date, 120 events are envisaged for the State program implementation. Legislative changes have been made to the tax code for the stimulation of the development of electronic commerce. The project of the international technopark of IT start-ups is being implemented. The concept for the creation of an international IT university in Astana has been developed.
In education, pilot projects on digitalization in Pavlodar and South Kazakhstan regions are being implemented. In preschool education, the queue system for issuing places at kindergartens is starting its work (13 cities and 1 region). More than 4 500 schools are connected to electronic journals and diaries all over the country, with a coverage of 3.5 million users (students, teachers, parents).
The architecture of digitalization of healthcare involves the introduction of a medical information system (MIS) that allows to ensure the transition to paperless management of medical data and medical documents. To date, the share of MIS implementation in healthcare organizations is 87.6%. By January 1, 2019, it is planned to bring this figure to 100%. Fixing of an appointment, access to test results and recipes, feedback from patients will also be in electronic format, an electronic health passport is being formed. The provision of doctors and nurses with computer equipment is 83.1%. 51.0% of healthcare organizations have access to the Internet. The completion of these indicators to 100% is expected by the end of 2021.
In the sphere of public services, the e-government portal provides an opportunity to receive 235 services, eLicense.kz – electronic licensing portal – 399 automated services.
In 2017 more than 34 million services were rendered through the e-government portal, over 922 thousand licenses and permits through the E-licensing IS SDB. For business, 44 online services are available on the e-government portal. Through egov, since 2012, more than 135 377 companies have been opened. In 2017, more than 33 thousand legal entities were registered.
The first Digital PSC was launched in Astana where citizens can independently obtain electronic services in the self-service sector or through public access points (PAPs), as well as receive training in receiving electronic services. Until the end of the year, it is planned to open digital centers in each regional center throughout the country.
