Kazakh Invest and Akimat of Kostanay region signed a memorandum of cooperation

In Astana, Akim of Kostanay region Archimed Mukhambetov and Chairman of the Board of NC "Kazakh Invest" Saparbek Tuyakbaev signed a memorandum of cooperation to improve the investment attractiveness of the region.

According to the memorandum, the Akimat of Kostanay region forms a list of niche projects that require investment taking into account such criteria as the availability of raw materials base, land resources, infrastructure provision, etc. In turn, Kazakh Invest is engaged in the search and attraction of potential investors for the implementation of projects.

The parties agreed to promptly consider the appeals from investors, support, render services on a "single window" principle and conduct joint monitoring of investment projects that flow into the developed Investors Relationship Management information and monitoring system.

In addition, projects with the participation of foreign investors have been updated at the business meeting in Astana.

At this stage, the list of investment projects in Kostanay region includes 21 investment projects for 146.1 billion tenge, of which over 80% are foreign investments.

"We have identified about 60 new investors, and now we are starting active work with regional akimats to locate and localize these projects," Head of Kazakh Invest Saparbek Tuyakbaev said.

As Tuyakbaev noted, favorable conditions have been created for investors in Kostanay region, Kazakh Invest renders necessary support on all issues. An agreement was concluded on conducting selective negotiations with specific foreign investors on regional projects. Since the beginning of the year, representatives of Kazakh Invest have met with the largest companies from the 11 most attractive countries for investment.

"We cooperate with Kazakh Invest to implement major anchor projects in the Kostanay region. An industrial zone of 400 hectares is being built in the region. One of the first projects will be the development of an automobile cluster of Allure Group of Companies and a Chinese company with a total investment volume of $1.1 billion. The agreement was reached during the recent visit of the Head of State to China," Akim of Kostanay region Archimedes Mukhambetov said.

It should be noted that the Akimat of the Kostanay region has introduced an interactive investment map that includes information on investment projects and sites, as well as the availability of affordable infrastructure and minerals in the region. The map information is available in Kazakh, Russian and English on the website. Investor Involvement Council operates in the region in order to support and consider systemic barriers and problematic issues of potential investors.

In the near future, it is planned to implement a number of large investment projects in Kostanay region. One of the largest ones is the creation of an agricultural hub for the deep processing of grain and oilseeds with the participation of Chinese investors, with the total cost of 81.4 billion tenge. It has been designed with a capacity for processing 600,000 tons of wheat (including 100,000 tons of flour, 100,000 tons of gluten and 350,000 tons of noodles), 120,000 tons of oil crops, and production of up to one million tons of mixed fodder. In addition, a number of agreements were concluded on the development of the Kostanay region’s machine-building industry during the visit of the Head of State. So, a Road Map was signed between Allure Group of Companies JSC, China National Machinery Import and Export, Co and Baiterek holding. Within the framework of this project, it is planned to create a full-fledged automobile cluster (buses, trucks, electric vehicles) with a total investment of about $1.1 billion. In addition, a memorandum of cooperation was signed to organize assembly production of tractors in Kazakhstan with Agromashholding KZ and YTO (the largest manufacturer of Chinese tractor machinery). It is also planned to sign a roadmap for the implementation of the project in the future.
