Yeshenkulov was born in 1978 in Zhambyl region. In 1999, he graduated from Dulati Taraz State University, in 2010 — National School of Public Policy of the Academy of Public Administration under the President. He is a specialist in economics and law, as well as holds a PhD in the State and Local Administration. He is the co-author of two textbooks and 19 scientific articles in public administration and education.
In 2006–2012, he passed training programs in public administration and auditing at Indiana University (USA), Lee Kuan Yew School of Public Policy of the National University of Singapore, Duke University Sanford School of Public Policy (USA), at the Dutch Institute of Public Administration (The Hague, Netherlands), at the Institute of Public Audit of South Korea.
He began his career in 2000 in the judicial system. He has held various senior positions in the Ministry of Finance, the Supreme Court, the Accounts Committee for monitoring the execution of the republican budget. In 2007–2011, he headed the Department for the Protection of Children's Rights in the Zhambyl Region Committee for the Protection of Children's Rights of the Ministry of Education and Science.
In July 2016, he was appointed deputy сhair of the Committee for the Control of Education and Science. From March 7, 2018, to Sep. 13, 2018, he served as vice minister of education and science for the period of social leave of the main employee. Sep. 14, 2018, he was appointed chair of the Committee for the Control of Education and Science. From February 2019, he has served as vice minister of education and science.
