The starting point of the trip was the construction site, where 150 houses for low-income families will be built under the Balameken project, 100 of them at the expense of budget funds, 50 are built at the expense of Bulat Utemuratov's private foundation.

Here the delegation met with families with many children, low-income families, labor veterans, disabled people, teachers, doctors, and public representatives. In her speech, the Deputy Prime Minister stressed that the key priority of state policy is the well-being of the people. To do this, the necessary measures are taken to improve the level and quality of life. At the same time, the main task is to provide the population with work, and socially vulnerable categories will be fully supported by the state.
The meeting participants, supporting the new social initiatives of Elbasy, besides asking questions, made proposals for improving social policy.
Then the working trip continued at a meeting with the akims of the city, districts, heads of industrial enterprises, business structures, trade unions. It addressed issues of promoting social responsibility of business, providing social assistance to low-income workers and residents of the region.
Gulshara Abdykalikova called on the real sector of the economy, the business community to actively participate in the implementation of the social policy of the state.
The topic of the next meeting was to review the implementation of the State Program for the Development of Education and Science for 2016-2019 in the Kyzylorda region.
In the region, the coverage of kindergartens for children aged 3–6 years was 100%, in the last 5 years, 69 educational institutions have been built, 79% of the colleges work according to the dual system.
Abdukalikova and Shamshidinova reviewed the current state of the region in education, current problems, and ways to solve them. In addition, the pedagogical community explained the increase in wages to 30% from June 1, and the draft law “On the Status of Teachers,” aimed at increasing the prestige and role of the teacher in society, was thoroughly discussed.
The deputy prime minister and the minister of labor and social protection of the population inspected the work of the Kyzylorda Employment Center. The algorithm for assigning targeted social assistance in a new format was considered in detail. In general, in the regional center in 2018 over 3.6 thousand people were covered with employment promotion measures, over 7.7 thousand people were employed, 225 people were given loans and grants, 54 families were resettled.
At the end of the working trip, Deputy Prime Minister Abdykalikova held a personal reception of citizens. In particular, the regional authorities were instructed to provide financial assistance to Amangeldy Nitaliyev for the treatment of his son Asyl, a disabled from childhood diagnosed with chronic hemodialysis.
In turn, the Minister of Education and Science Kulyash Shamshidinova held a number of meetings with the pedagogical community of the kindergarten "Shahban," the IT-IMAQORDA children's technopark, secondary school No. 268, the Atameken family village for children's.
