Permanent or temporary residence permit is required — Berdibek Saparbayev explains procedure for appointment and payment of targeted social assistance

Today at a press conference in the Government, Minister of Labor and Social Protection of the Population Berdibek Saparbayev explained topical issues on the appointment of targeted social assistance.

Saparbayev stressed that one of the main conditions for the assignment of targeted social assistance is the presence of a permanent or temporary residence permit at the place of residence. For those citizens who do not have it, akimats should provide for the possibility of temporary residence.

“A permanent registration is required for appointing TSA. If a citizen has been living for the past five years, for example, in the city of Nur-Sultan, but he does not have a residence permit, then this citizen is temporarily registered through employment centers. In the city of Nur-Sultan there are centers of social adaptation. Akimat decided to temporarily register them there. Only then the employment centers of the population will accept their documents for the appointment of the assistance and according to the income they will be assigned,” explained Saparbayev.

The minister also commented on the issue of large queues in employment centers from the beginning of receiving documents for the appointment of the assistance and urged not to create a panic.

“I myself visited several employment centers in Nur-Sultan. Unfortunately, in the first days, especially in the first decade, there were queues. Although we have repeatedly explained, they said that we should not go all at once. Appointment and reception of documents will go within a month, regardless of when the documents are submitted,” said Saparbayev.

He noted that work is underway to clarify the new rules for appointing the assistance among workers of the Employment Centers.

“Unfortunately, there are such specialists (who require unnecessary documents). Although we told them several times that only identification was required. During the visit, we found such moments, gave the task to the heads of employment centers, akimats, so that they did not require unnecessary documents,” the minister added.

Saparbayev also noted that those citizens who pay a single cumulative payment are entitled to receive the assistance, but with the active assistance of employment.

Targeted social assistance is a payment provided to low-income citizens and low-income families, including large families. Since April 1, 2010, the criterion for providing targeted social assistance has been increased to 20,789 tenge in all regions with the exception of three: Nur-Sultan, Almaty and Mangystau region, where the criterion for the provision of targeted social assistance will be higher, since the standard of living there is more expensive. So, if the monthly family income per person does not exceed 20,789 tenge, in this case, she is entitled to payment of targeted social assistance. At the same time, minor children are paid an amount of 20,789 tenge, adults are paid the difference between the average per capita family income and the assistance criterion.
