During the visit to the"Tulpar-2" residential complex in the Nursaya microdistrict, which consists of six apartment houses with 285 apartments, Bakytzhan Sagintayev assessed the quality of the constructed housing and heard the report of the Deputy Akim of the region Zhasulan Suyunchaliev on the construction work carried out here.
It should be reminded that the Nurly Zher Housing Construction Program was developed and adopted by the Government of Kazakhstan at the end of last year on behalf of the President, in order to combine all other housing programs implemented in the country. Within the framework of the Program, an annual construction of about 100 000 housing units is envisaged, which will enable to provide 1.5 million families with new housing in 15 years.
The main mechanisms of the Nurly Zher Program are:
Increasing the volume of construction of credit housing through the use of previously provided public funds to the quasi-public sector entities and savings of participants of the housing construction savings system.
Increasing the availability of mortgage lending by subsidizing the interest rate of STB by the state.
Stimulating the construction of private housing developers by subsidizing loans.
Creation of rental housing funds without redemption for socially vulnerable segments of the population.
Supporting the development of individual housing construction through the provision of land and the necessary engineering infrastructure.
More than 10.2 million square meters of housing (99 000 apartments) are expected to be commissioned within the framework of Nurly Zher this year, of which 1.5 million square meters (25 000 apartments) to be built at the expense of state investments. In seven months of 2017, 6.2 million square meters of residential space (61% of the plan) were put into operation at the expense of all sources of financing.
It should be noted that annually for ten years 10 billion tenge is provided to subsidize mortgage loans of the population. In the current year, 4.3 billion tenge was transferred from the funds allocated according to the plan to the operator of “KMC” JSC.
Since July of this year, after the adoption of the necessary by-laws, three second-tier banks (BCC, Sberbank, ATF-Bank) are actively implementing mortgages in 11 regions (Astana, Almaty, Mangistau, Aktobe, Karaganda, Akmola, Atyrau, Zhambyl, Almaty, EKO, WKO).
