Bakytzhan Sagintayev discusses measures to improve quality of medical services with doctors of Pavlodar

September 14 as part of the working visit to Pavlodar region, Prime Minister Bakytzhan Sagintayev visited the ambulance station and discussed current issues in the quality of medical services with healthcare professionals.

Examining on the work of the station, Bakytzhan Sagintayev got acquainted with the progress of digitalization of the region's healthcare system, inspected medical equipment that would coordinate the work of ambulance teams. To date, the institution has implemented 12 projects. Among them are an automated control system and workstation, a navigation system, an electronic medical map, patrolling brigades to approach the patient, a remote ECG. In addition, a specialized training center, interactive training and telemedicine work. There are 1,044 employees in the institution. For eight months now, the station has performed more than 177,000 calls.

After inspecting the station, Sagintayev met with the medical community of the region on topical issues of improving the quality of medical services. In particular, the issues of drug supply and drug pricing, medical infrastructure and human resources were considered. Particular attention was paid to measures to ensure the protection of the health of the mother and child.

Head of the Branch Administration O. Mukashev reported on the measures taken to develop the healthcare system in Pavlodar region. The participants in the meeting — the chief physicians, emergency medical personnel and other employees of the public and private healthcare institutions of the region raised the current issues of the industry in their speeches. The doctor of the polyclinic No. 5 A. Nizamutdinova raised the question of wages of medical workers. The doctor of the regional ambulance station A. Yermek spoke about the work of the medical and rescue points. The doctor of the polyclinic of Pavlodar region G. Kairbayeva spoke on medical staff. The question of providing rare remedies with medicines was addressed by the cardiologist of the Pavlodar Regional Cardio Center G. Mukanov. The cardiosurgeon of the Pavlodar Regional Cardio Center A. Antikeyev told about the provision of high-tech medical services. The doctor of polyclinic No. 1 A.Isseyeva in her speech mentioned process of digitalization of public health services system.

Currently, 118 medical organizations operate in the Pavlodar region, 42 of which are state organizations, the share of private ownership is 64.4% (76). After the work in 2017-2018, 7 medical organizations were transferred to a competitive environment through the PPP mechanisms, privatization, trust management. The medical organizations of the region employ more than 8,500 people, including 2,200 doctors and 6,300 average medical workers.

Since the beginning of 2018, within the PPP framework, two projects have been implemented to modernize and equip health facilities with medical equipment. The amount of investments reached 800 million tenge. By the end of the year, four projects will be realized for 1.1 billion tenge. The amount of private investment will be 1.9 billion tenge per year. Thus, investments for 2017-2018 will amount to 4.1 billion tenge.

In the framework of PPP, computer tomography scanners have been installed in Pavlodar city hospital No. 1, Ekibastuz city hospital and in the regional hospital named after G. Sultanov. This allowed providing early diagnosis of strokes and timely treatment, as a consequence — a 13% reduction in the death rate. The digitalization has made it possible to reduce the time for completing the documentation, to increase the time for examination of the patient, and to improve the quality of the primary diagnosis.

Prime Minister Sagintayev, Deputy Prime Minister Askar Zhumagaliyev and Minister of Healthcare Yelzhan Birtanov answered the questions from the participants. Following the meeting, Bakytzhan Sagintayev instructed the Minister of Healthcare Birtanov and the regional akim B. Bakauov to work out a set of measures to upgrade the skills of medical workers and the quality of medical services provided.
