Nurly Zher and 7-20-25: Bakytzhan Sagintayev gets acquainted with implementation of housing programs in Uralsk

As part of the working trip to West Kazakhstan region, Prime Minister Bakytzhan Sagintayev visited the housing estate under construction in Zachagansk to examine the residential houses building progress under the Nurly Zher program, implementation stages of 7-20-25 program and inspected working halls of specialized Public Service Center, where he got acquainted with automation of the public services on the principle of "one window."

 

In the course of the inspection of the multi-apartment building under construction, the Prime Minister was informed that the facility would be put into operation in July of this year. Akim of Uralsk Murat Mukayev said that the state housing programs announced by the Head of State are being implemented at full speed. In 2015-2017, the volume of housing commissioning increased by 159%. According to the akimat’s data, in the region in the past year, 3,828 dwellings were built, which is 38.6% more than in 2016. Within the framework of the Nurly Zher state program started in 2017, seven residential houses (1106 apartments) for 9 billion tenge were put into operation. July 1, 2018, 2234 dwellings (234.9 thousand square meters of housing) were commissioned, this is 115% over the same period in 2017. In total 415.7 thousand square meters or about 3.8 thousand dwellings will be built this year.

"In 2018, 13 billion tenge was allocated to the construction industry.  Today construction of 43 residential buildings (6400 apartments) is underway: within the state programs — 21 houses for 3,200 apartments, under the public-private partnership — 10 multi-storey residential buildings for 1400 apartments, at the expense of private investment — 12 multi-storey residential houses for 1,600 apartments, with a total area of ​​80.5 thousand square meters," said Mukayev.

Along with this, within the new Housing Mortgage Program "7-20-25" and at the expense of private investments, the development of a new micro district Akzhayik with a total area of ​​425 hectares began on the outskirts of the regional center. It is planned to build 150 multi-storey residential buildings.

In addition, in the region, on the principles of public-private partnership, new houses are being built on the site of demolished emergency and dilapidated buildings. So, seven emergency houses were demolished in 2017 in Uralsk, on the site of which new buildings are being built. This year, demolition of 13 houses, recognized as emergency is being carried out.

In addition to state programs, active private multi-storey apartment houses are being built in Uralsk. According to the city akimat, in the last three years alone, 35 multi-storey residential buildings with a total area of ​​250,000 square meters and with 4,500 apartments have been built. At the moment, private investors are building 12 residential houses (1,600 apartments) with a total area of ​​80.5 thousand square meters.

Under the President's Five Social Initiatives, it is also planned to build six dormitories for students near the city's educational institutions. Thus, 1,650 students will be provided with housing. At the moment, the land plots are chosen, design work is underway.

In 2017 a record number of housing— 11 million square meters — was put into operation in Kazakhstan. So, as a result of the Nurly Zher program, more than 100 thousand families received new housing. This year the task is to introduce over 12 million square meters, it is more than 103,000 dwellings.

During the working trip, Prime Minister Sagintayev visited a new specialized Public Service Center, where he familiarized himself with the methods of providing public services on a "one-stop shop" principle. As the director of the specialized center Marat Bassarov has noted, for two months of work by employees of the center it is rendered more than 15,000 various services.

"Residents of the city switched to a more convenient format for obtaining services. They re-register the car and exchange driving licenses online. Earlier the time of receiving these services was about six hours, now with the help of new services of the center, car owners spend about 90 minutes on this. An average of 350-370 services is provided daily in a specialized center. It is planned that up to 70,000 car owners will be serviced annually in the special center," Bassarov said.
