Minister of Healthcare Y. Birtanov reported that in Kazakhstan over the past 10 years the death rate decreased by 28.5%. At the same time, despite the implemented measures, there is a number of unsolved questions on the organization of oncological care.
Thus, under the President's Address to the people "New Opportunities Under the Fourth Industrial Revolution," in order to reduce the burden of malignant neoplasms and improve the effectiveness of oncological care, a draft Comprehensive Plan to Combat Cancer Disease in the Republic of Kazakhstan for 2018-2022 was developed.
According to Birtanov, under the Comprehensive Plan, the establishment of the National Scientific Oncology Center in Astana is envisaged. The main tasks of the Center will be the provision of oncological assistance in accordance with international standards, the research work in the field of oncology, the development and implementation of personalized methods of prevention, early diagnosis and treatment.
It is planned to purchase medical equipment under the public-private partnership. Currently, the Ministry of Healthcare, together with potential investors, is working on optimal models and schemes for implementing PPP projects within the framework of the Comprehensive Plan.
"Private investments will be attracted to implement the Comprehensive Plan. To this end, it is planned to purchase 149 pieces of equipment using public-private partnership mechanisms. The approximate amount of PPP projects is over 40 billion tenge," Minister of Healthcare Birtanov said.
At the same time, the Ministry of Healthcare is working to introduce the artificial intelligence IBM Watson for Oncology in medicine. This platform provides oncologists with individual methods of treatment centered around evidence-based medicine, access to oncological expertise and foreign medical literature. Upon completion of the pilot project, additional measures will be included in the Comprehensive Plan for the further implementation of artificial intelligence.
As a result of the implementation of the Comprehensive Plan, key indicators of early detection of cancer in leading OECD countries will be achieved, namely:
- increased detection of precancerous conditions in screening for cervical cancer to 0.6% and colorectal cancer to 23% by 2022;
- an increase in the detection of early oncological stages up to 33.5%. In particular, it is expected to raise the level of the first stages of cervical cancer to 65%, breast cancer to 45%, colorectal cancer 25%;
- decrease in advanced forms of cancer to 7.2%;
- an increase in the five-year survival of cancer patients to 60%.
Director of the Almaty Oncology and Radiology Research Institute D. Kaidarova made a speech on the draft Comprehensive Plan, as well as the progress of digitization of oncological care. According to her, within the framework of the project, it is planned to equip medical organizations with modern digital technologies (mamolographs, colonoscopes, etc.). Integration of medical information systems will be carried out, which will allow to standardize the monitoring of the patient. It is planned to develop human resources, establish a preclinical research center and a laboratory of tumor genome. The implementation of these activities, according to the director of the research institute, will raise the oncological assistance to a fundamentally new level.
Akims of the Mangistau region E. Tugzhanov, Almaty region — A. Batalov, Pavlodar region — B. Bakauov reported on the measures taken in the regions to improve early diagnosis of oncological diseases and the development of the corresponding infrastructure.
So, in Aktau the question of the construction of a dispensary designed for 100 places is under consideration. In the Almaty region, two oncology dispensaries are in full operation, 46 doctors examine patients and provide necessary medical assistance. For the timely provision of medical care in the Pavlodar region, a new oncology clinic for 200 places has been built.
