"For two months, together with the central and local executive bodies, work was carried out on the project office. Interim results on investment growth should not mislead anyone. During the year there is a slowdown in the growth of investments in fixed assets, while the share of investments in the fuel and energy complex is not decreasing," Dossaev said.
According to the Deputy Prime Minister, the analysis showed that the reason for the delay in the start of construction and installation works on 14 projects with a total value of more than $530 million in Akmola, Aktobe, Karaganda, Zhambyl, Mangistau and North Kazakhstan regions is the insufficient level of coordination between state bodies and akimats. These are projects in manufacturing, agriculture and energy. Until the end of the month a new schedule will be formed. It is necessary to mobilize forces to achieve the plans by the end of the year.
"The uncoordinated work of ministries and akims affected the timing of commissioning of 11 projects worth $83 million in Almaty, Akmola, Atyrau, Turkestan and West Kazakhstan regions, in Almaty and Shymkent. Basically, input failures are observed in the manufacturing industry, agriculture and trade," Dossaev said, pointing out that new foreign investors did not come to the Kazakh market.
Despite substantial financing of domestic industrialization, last year there was a steady decline in the growth of indicators in the manufacturing industry.
"We still did not receive systematic and decisive proposals to stimulate modernization and technical re-equipment of enterprises, a total of 45 enterprises were selected until 2025, the development of a transfer of technologies and knowledge, integration into global production chains, an increase in the added value of manufactured goods, works and services. There is a clear defect on the part of the concerned state bodies," said Deputy Prime Minister Dossaev.
Among the issues that require attention, the development of the manufacturing industry is indicated. This is the production of food and beverages. It is necessary to strengthen cooperation with akimats to include food processing enterprises in the register of priority export markets and agricultural goods.
"The issues of providing quality services to the population still remain problematic. Akimats take insufficient measures to improve the quality of services provided and to economize healthcare and education," Dossaev noted.
In education, all the necessary legislative base has been formed. However, there is a backlog of previously announced figures. Thus, the decrease in the indicators for investments in fixed assets was recorded in 10 regions (Astana, EKR, WKR, Aktobe, Almaty, Atyrau, Zhambyl, Kostanay, Kyzylorda, Turkestan regions).
Regarding trade issues, the akimats show little interest in modernizing retail space. So, in Astana, Almaty, Shymkent and Almaty, Kyzylorda, Turkestan, North Kazakhstan regions work on this issue requires significant strengthening and more detailed study with the owners of existing markets and bazaars. In 2020, all the bases should go to a new format.
"Until we see good progress and we hope that in the remaining three months you will correct the situation. It is necessary to demand good operational work from the project offices of the ministries of national economy and finance in the regions. Within the next two weeks we will consider the issues of the activities of project offices. In early October, the Prime Minister will be reported on the work done," concluded Dossaev.
