Minister of Education and Science Yerlan Sagadiyev informed that the ministry is systematically working to increase the digital competence of the pedagogical staff and the parental public on the use of information systems. Annually courses on improvement of teachers’ professional skill in application of information and communication technologies in training are conducted.
"Within the framework of the courses, teachers are trained to improve the content of educational subjects, taking into account the development of digital technologies and their practical dissemination, to use educational systems (Kundelik, National Educational Data System, BilimLand, Quality Management System), mobile applications and digital educational resources," Sagadiyev said.
Also, in order to create a common information space, share experiences and disseminate successful pedagogical practices, network communities are created, and educators interact in social networks and chats.
"The introduction of information systems and automation into the educational process of schools led to training on an equal basis with educators and parents. So, this year the republican parental assembly was held, where over 1.6 million parents were trained. Within the framework of the meeting, parents were trained to use educational information systems, information systems through parent meetings, creating parent chats, mobile applications and automating public services," the minister explained.
Minister of Healthcare Yelzhan Birtanov said that as part of the implementation of the Digital Kazakhstan State Program, medical personnel are trained to increase the level of computer literacy and the possession of health information systems. Currently, more than 182,000 people work in 740 health organizations.
"At the end of eight months, the number of medical workers trained in working with the Ministry's information systems is 44,869 doctors and 118,035 nurses, 46,282 doctors and 125 729 employees attended computer literacy courses. Until the end of 2018, it is planned to train all 100% of medical workers," Birtanov said.
In addition, patients are trained to use the web / mobile healthcare applications.
According to Birtanov, currently 5,093,257 patients have been trained, which is 28.2% of the total number of the attached population. Of the trained people, more than 933,000 use web mobile applications.
471 digital literacy posts have been established in medical organizations, where the specialists demonstrate how to install mobile applications and how to use electronic health services, which will allow to optimize queues in polyclinics and increase patient comfort.
Minister of Labor and Social Protection of the Population Madina Abylkassymova informed that the training plan for 2018 is 804,000 citizens. To date, 623,665 people have been trained, including 8,143 social and labor specialists, including state inspectors of labor, employment office workers of social programs, social workers and employees of back offices of the state corporation, including the basics of digital literacy and the use of the Information system of the Ministry of Labor.
"One of the important channels for increasing the digital literacy of the population is the attraction of citizens and employers to the electronic labor exchange. The number of citizens trained through employment centers and the electronic labor exchange is 535,695 people. Of these, 255,333 job seekers who switched to the electronic job search format, 64,771 employers place vacancies on the electronic labor exchange and 215,591 people who passed training through employment centers," Abylkassymova explained.
In the context of the regions, the largest indicators are in the Almaty and Kostanay, where the annual plan was fully implemented, and in the Aktobe region (97%). The indicators are less than average in Karaganda region (61%), Zhambyl (61%) and Atyrau regions (44%).
As Vice Minister of Agriculture Arman Yevniev informed, the training of farmers in the skills of digital literacy was conducted in four directions: work with electronic government services, filling out electronic maps of fields, working with digital technologies and training cooperatives to use the information system for identification of farm animals.
"We have trained farmers in the skills of obtaining public services when applying for fertilizer subsidies. The task was set to train 40,000 farmers, to date 29,623 farmers have been trained. This indicator includes only one state service, and by the end of this year it is planned to automate all government services to receive agricultural subsidies," Yevniev said.
Also, the Ministry of Agriculture was tasked with training 15,000 farmers as part of activities to complete electronic maps of fields. To date, 66,230 farmers have been trained.
In turn, Vice Minister of Information and Communications Nurgul Mauberlinova reported that this year training courses were conducted by local executive bodies in each region of the country.
"From June to August, more than 686,000 people were trained with the planned 500,000 people. In addition, digital skills training was conducted through Kazpost and Government for Citizens tools. So, on the basis of two e-commerce centers Kazpost, 765,000 people were trained in e-commerce skills. On the basis of Connection Point, the state corporation conducted a consultation on the remote receipt of public services. The total coverage was 7 million citizens," the vice minister said.
The training of the population in the competence of electronic commerce took place in such skills as the acquisition, sale and promotion of goods and services online, the use of the online platform of communal services, the opening of online stores and more. In addition, consultations were held for representatives of small and medium-sized businesses on existing tools and benefits for online businesses.
According to E. Zhumagaziyev, Deputy Chairman of the Atameken NCE, work is underway to introduce digitalization elements into agriculture, dissemination of knowledge and agrocompetence increase.
"The Chamber for today rendered more than 2,000 services in online mode for service support on the portal AtamekenServices. In the period of transition from a paper carrier to an online format, entrepreneurs are provided with Self-Service Zones, currently there are zones with 189 Business Support Centers and 25 Business Service Centers. The self-service zone management centers have also been launched, which provide consultations on all types of non-financial support services for SMEs," Zhumagaziyev said.
Also, reports were heard on the measures taken in the regions to increase the digital literacy of the population: the Akims of the Aktobe region B. Saparbayev and the Karaganda region E. Koshanov made speeches.
Based on the results of consideration of the issue, Prime Minister Bakytzhan Sagintayev instructed the Ministry of Information and Communications, in cooperation with interested state bodies and regional administrations, to continue work on further education of the digital literacy of the population and review the planned indicators taking into account the tasks of the Digital Kazakhstan State Program.
Ministry of Education and Science together with the ministries of information and communication, labor and social protection of the population and other interested state bodies are instructed to update the training programs for specialists and increase digital literacy taking into account the needs in the sectors.
