Government considers implementation of the order of the Head of State on informatization of the healthcare system

At the meeting of the Government, chaired by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the issues of informatization and introduction of information technologies in the healthcare system within the framework of the program "Digital Kazakhstan" were considered.

According to the Minister of Healthcare of the Republic of Kazakhstan Yelzhan Birtanov, currently there are 22 information systems operating in the online mode for collecting statistical information and securing financing for the healthcare sector. The Interoperability Platform will be launched in the pilot mode to integrate information systems, create a single data warehouse and a single entry point at the end of this year.

From 2018, "Patient's personal cabinet" will be available, through which it will be possible to obtain information about health services. Until the end of this year, all medical organizations will provide information systems, which will allow from January 1, 2019 to switch to a paperless format of work. By 2020, it is planned to cover the entire population with electronic health passports. The Ministry is also working to create an information system for the Social Health Insurance Fund.

Minister of Information and Communications Dauren Abayev reported that within the first stage of the project "Construction of fiber-optic communication lines in rural settlements" it is planned to provide access to the Internet for more than 900 health facilities.

In the front offices of the State Corporation "Government for Citizens" and post offices, representatives of the Employment Centers advise citizens on compulsory medical insurance. On the portal of "electronic government", as well as through public access points, it will be possible to determine the social status online.

Akims of the South Kazakhstan, Zhambyl, East Kazakhstan regions Zh. Tuimebayev, K. Kokrekbayev, D. Akhmetov reported on the work on informatization of healthcare facilities in the regions.

Summing up the consideration of the issue, the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev instructed regional akims to ensure the purchase of necessary computer equipment and the introduction of information systems in medical organizations. In this case, it is necessary to provide for service maintenance of equipment and its connection to the Internet.

The Ministries of Information and Communications, Healthcare, together with interested central and local executive bodies, have been instructed to complete the integration of information systems by November 1 of this year and ensure its uninterrupted operation.
