Over 30 innovative projects to be implemented within the framework of the program "Digital Kazakhstan"

The day before, on September 13, in Astana within the framework of the Republican meeting on digitalization issues, a special exhibition was organized in which state bodies, domestic companies and organizations presented more than thirty IT projects. The exhibition was visited by the Head of State Nursultan Nazarbayev.

Developments affect several areas: industry, transport, security, finance, innovation, health and the smart city system.

So, for example, the Ministry of Information and Communications reported on the work to provide Kazakhstan with broadband Internet access. Today, the construction of fiber-optic communication networks in settlements is underway, the completion is planned for 2019.

Also visitors of the exhibition could see a demonstration of how online auctions at the fields will work. The director of IT department of Kazatomprom NAC Azat Igenberlin told about the project "Digital Mine".

"We are launching the ‘Digital Mine’ project, the essence of which is the complete automation of all production and processing processes. The ‘Digital Mine’ covers almost all stages of our production," A.Igenberlin said.

In addition, the technology of augmented reality is presented on the company's layout. Using the tablet, you can see how a digital double can be superimposed on a real physical object.

"If on a real physical object we cannot see some of its data, then overlaying virtual objects allows us to see more detailed concrete numerical values ​​of this object. For example, with the help of augmented reality, we can see that one of the pumps has failed, see what parameters of this pump have changed, how they can affect other processes," A.Igenberlin emphasized.

At the exhibition you could see the first results of the projects "TLAB domestic antivirus solution", "Critical Infrastructure Protection" and "National Spatial Data Infrastructure". In addition, there was presented a digitalization project of educational content, as well as the sphere of AIC.

In general, it is expected that through the implementation of the state program “Digital Kazakhstan”, the share of Internet users in 1981 will be 81%, the level of digital literacy of the population will grow to 81.5%, and the growth of labor productivity in ICT will reach 5.2%.

Kazpost JSC presented its digitalization project at the exhibition.

"Nearly a million people out of 13 million active Internet users in Kazakhstan make online purchases. Electronic commerce is the hidden potential of Kazakhstan's producers. Electronic commerce itself consists of three things: an Internet site, a payment system and logistics. We in our part implement projects for the development of the third basic component – logistics,” Managing Director for administrative issues of Kazpost JSC Asset Turyssov introduced into the course.

So, today Kazpost reduces the delivery time within Kazakhstan - from 15 to 6 days, from abroad - from 45 to 18 days. In addition, Kazpost JSC plans to launch several more projects.

"We delivered about 10 million parcels with the Khorgos ICBC to Vilnius, this year we plan to raise up to 30 million parcels. On the “Eastern Gate” SEZ through the railway we plan to ship parcels through Poland to Europe. This is a huge transit potential. Because we see a big flow that does not pass through Kazakhstan. However, with these projects, we plan that about 20% of the transit flow that goes from China to Europe and Russia will pass through us," A. Turyssov noted.

Taking into account that today Kazpost delivers about 16 thousand parcels, according to the forecasted data this figure will increase at a rapid pace.

"To this end, we have expanded the network of parcel terminals, simplifying the delivery service and notifications for customers. The task of Kazpost is to simplify our clients' lives, increase their trust in electronic commerce," A. Turyssov specified.

An employee of the Committee on Legal Statistics and Special Accounts of the General Prosecutor’s Office of Kazakhstan, the Head of the SRAP project Yevgeny Nedelsky, told about the mobile application for road policemen. According to him, since July 17 of this year, a corresponding pilot project has been launched in the city of Astana.

"Each IAD inspector is equipped with tablets, mobile printers and post-terminals. This program allows composing an administrative protocol in electronic format. It is also possible to pay on site with a credit card," says the project manager.

It was noted that the project eliminates the risks of errors of inspectors when filling in the protocols, errors in the payment of fines. In addition, the administrative time is shortened. Currently, the full cycle of the administrative process (from drawing up a protocol to maturity and sending to enforcement proceedings) is 34 days. With this application, it will be reduced to 10 minutes, developers assure. By the way, this application can be used not only by road policemen, but also 64 other bodies that have the right to issue administrative fines.

"Now we have taken the IAD line. Because 70% of administrative violations are made by them. In the future, all other organs will be connected," Y. Nedelsky explained.

The Chairman of the Board of the Government for Citizens State Corporation Ablaikhan Ospanov presented a video booth for the remote reception of public services from the employees of the Central Electoral Commission.

"These booths will be installed in places of mass congestion of people, for example, in shopping centers, so that citizens without going to the PSCs can go to the booth and remotely get advice or state service. Free operators from different cities will provide these services," A. Ospanov explained.

Booths will be equipped with printers, through which the operator will be able to print references.

Director General of the Republican Center for Electronic Healthcare under the Ministry of Healthcare of the Republic of Kazakhstan Olzhas Abishev said that this year the Ministry of Healthcare of Kazakhstan initiated two innovative projects: the introduction of artificial intelligence for oncological diseases and glasses of augmented reality for building a 3D model of the heart and other internal organs.

"Under the first project we have an agreement with IBM Watson for oncology to introduce artificial intelligence to analyze all available data on oncology, recommendations based on artificial intelligence, diagnosis and treatment of patients on the basis of the latest researches in the field of oncology," O. Abishev said.

According to him, the system helps doctors to make the most optimal decisions based on the latest research. For a fraction of seconds the system analyzes over 300 000 records in the field of oncological research and gives the doctor recommendations how to treat the patient more effectively.

Director of the Department of Public Services Development and Digitalization of the AIC Bauyrzhan Aimbetov presented a project of digitalization of agriculture. So, according to him, the AIC is now moving in the direction of online trading.

"Now, for example, a system of electronic grain receipts has been created. We plan to introduce electronic commerce. Already certain steps have been taken. In addition to grain receipts, we are also working to create electronic trading platforms for farmers, where they can sell their products online. This will allow them to reduce overhead costs, increase sales, and reduce the cost of intermediary margins," B. Aimbetov stressed.
