State bodies will monitor the quality of functions transferred to a competitive environment - A. Zhumagulov

Today, within the framework of the press conference following the meeting of the Government of the Republic of Kazakhstan, Vice Minister of National Economy Aibatyr Zhumagulov spoke about the main stages of transferring state functions to a competitive environment.

Aibatyr Zhumagulov noted that the transfer of functions will take place in several stages. In the first place, a broad discussion is planned. On the websites of MNE and Atameken NCE, detailed and up-to-date information will be posted, including a list of functions of state bodies proposed for transfer to a competitive environment, a register of transferred functions and monitoring results. This will involve a wide range of representatives of civil society and the media in the discussion of these issues.

Then there will be an analysis of market readiness with public participation. This process will include Atameken NCE and the Civil Alliance of Kazakhstan. After that, a meeting of the expert council will take place with the participation of the deputies, and at the final stage the issue will be discussed at a special Commission under the leadership of the First Deputy Prime Minister of the Republic of Kazakhstan.

A. Zhumagulov also noted that the transfer of functions to a competitive environment should not affect their quality. At the same time, he said, transparency will be provided at all stages of the transfer of functions.

"The state bodies still have control over the quality of functions," the Vice Minister assured.

The speaker noted that the main factor here is the feedback with the population. After the annual processing of the collected complaints and proposals, the result of the transfer of state functions will be submitted to the special Commission. If it determines that after a certain period of time the transfer of state functions has not justified itself, then there is a mechanism for returning these functions back to the state.

A. Zhumagulov also drew attention to the fact that the draft law does not affect the transfer to the competitive environment of the functions of state bodies to its subordinate organizations.

Recall that today during the Government meeting, the draft law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Transferring State Functions to a Competitive Environment" was developed, designed to implement the 97th step of the Nation's Plan "100 Concrete Steps".
