Minister of Investments and Development Zhenis Kassymbek reported on the implementation of the Nurly Zher Housing Construction Program at the Government meeting chaired by Prime Minister Bakytzhan Sagintayev.

As the Minister noted, by the end of 2017, 979.8 billion tenge was invested in housing construction, which is 18% higher than in the last year. The share of private investments amounted to 825.8 billion tenge or 84.3% of the total, state investments — 154 billion tenge or 15.7% of the total.

"11.2 million square meters of housing were put into operation, which is 6.2% higher than last year's level. General input of housing to the annual plan of the Nurly Zher is fulfilled by 111%. In total, 100.8 thousand houses were built, of which 75.8 thousand houses or 75% of the total volume were commissioned at the expense of the private sector, 25 thousand apartments (25% of the volume) — through state investments," Zhenis Kassymbek reported.

Leading positions in housing construction are taken by Astana (2.4 million m²) and Almaty (1.9 million m²), Mangistau (833,000 m²) and Aktobe (792,300 m²) regions. A significant growth in the rate of housing construction was observed in West Kazakhstan (42.4%), South Kazakhstan (36.2%), Kostanay (35.9%) and Pavlodar (31.2%) regions.

77.3 billion tenge was allocated to the regions for bringing necessary infrastructure to the areas of mass housing construction, 99.5% or 76.9 billion tenge was executed.

In the direction "Construction of rental housing without a ransom for socially vulnerable segments of the population", 25 billion tenge is allocated annually from the republican budget, which is evenly distributed among the regions. Within the framework of this direction, construction of 5391 apartments of rental housing without a ransom (288.7 thousand m²) was started in the regions in 2017, of which 2620 apartments have been commissioned. In the current year in this direction of the Program, it is planned to build 184.5 thousand m² (3507 apartments).

In the direction "Development of individual housing construction," engineering communications to more than 70 thousand land plots have been brought. Of these, 54 thousand are previously issued, and 16 thousand are new. Under the pilot project in six regions, construction of 1975 houses was started with completion in 2017-2018. At the end of 2017, 164 houses were put into operation, of which 124 houses in Aktobe region and 40 houses in Kostanay region. The remaining houses will be commissioned this year.

According to the third direction of the program "Construction by the local executive bodies of credit housing for the system of housing savings," LEBs introduced 9010 apartments of credit housing.

In the direction "Stimulating the construction of housing by private developers," the Damu Fund subsidizes 7% per annum of the interest rate on loans issued by second-tier banks. This direction of the Program has been implemented since the second quarter of 2017. The indicators of subsidizing loans of developers are fully achieved.

In the direction "Increasing the availability of mortgage lending for the population," 1388 applications of borrowers for granting subsidized loans for 14.2 billion tenge were accepted from the beginning of the implementation, of which 1317 applications were approved.

"In accordance with the Address of the Head of State, it is necessary to bring the security indicator per resident in 2030 to 30 m². For this, it is necessary to ensure an annual growth of construction volumes at the level of 8-10%. This will bring the introduction of housing in 2030 to 30 million m²,” Zh. Kassymbek summed up.
