Government meeting discussed information systems of judicial and law enforcement activity

Today during the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, the process of digitization of law enforcement activities, execution proceedings and forensic data was reviewed.

Deputy Prosecutor General Marat Akhmetzhanov said that within the framework of the state program "Digital Kazakhstan" the project "Electronic Business" is being implemented, which consists of five related components: electronic criminal case, single register of administrative production, single register of subjects and objects of inspections, analytical center.

According to the announced data, the project implementation period is until December 2021.

In turn, Minister of Internal Affairs Kalmukhanbet Kassymov reported in his speech that at present there are 19 information systems in the internal affairs bodies, including in the field of the traffic police, migration service, the criminal-executive system and the operative-criminalistic service.

Within the framework of the state program “Digital Kazakhstan” the implementation of three investment projects of the Ministry of Internal Affairs — the information database "District Police Inspector", AIS "Investigator" and "Establishment of operational centers for small towns" is provided.

The Minister of Justice Marat Beketayev reported that in order to provide the debtor with the opportunity to pay his debts through the cash services and terminals at the checkpoints across the state border and public places of cities and regions, the services were developed together with Kazpost JSC.

So, in June 2017, a service was introduced to pay debts through Kazpost terminals at the airports of Astana, Almaty, Aktau, Karaganda, Shymkent, Atyrau, Kyzylorda and Ust-Kamenogorsk. In the near future, it is planned to cover all airports in Kazakhstan with international communication, and the largest border checkpoints, such as Khorgos, Kordai, Zhanazhol, Zhibek Zholy and others.

In 2017, the applications for iOS and Android for paying arrears were also launched. Since the moment of launching through the financial instruments of Kazpost JSC, 649 debtors have paid their debts for the amount of 34.4 million tenge.

With the Bank CenterCredit, an electronic service was launched to obtain information about accounts, attach/remove attachments and write off the money of debtors. Until the end of February this year, a similar service will be launched from Kaspi Bank and Halyk Bank of Kazakhstan. In the test mode, work is carried out with information systems of Kazkom, Housing Construction Savings Bank and VTB.

In addition, the Minister of Justice reported that in order to automate the activities of the Center for Forensic Expertise, in conjunction with the Zerde holding, the information system “E-examination” is being developed, which will allow data exchange between structural units and the Center for Forensic Expertise over secure communication channels. The system is scheduled to be launched in 2018. In 2018-2020, “E-expertise” is planned to be integrated with other government information systems.

The head of the Supreme Court's apparatus Nurserik Sharipov told about the digitalization of the judicial system. According to the data, since January 1 of this year, due to changes in the Code of Criminal Procedure, the courts have moved to the consideration of cases in electronic format. In addition, in 2017, an orderly production of civil cases, a service for the reception of administrative cases were launched in electronic form.

"The large-scale transition to digital technologies certainly minimizes corruption, freeing us from unnecessary paperwork," N. Sharipov said.

Also, reports on this issue were made by the Minister of Information and Communications Dauren Abayev, akim of Astana Asset Issekeshev, akim of Almaty Bauyrzhan Baybek.

Deputy Prime Minister Askar Zhumagaliyev underlined that to date, significant work is being done in the law enforcement agencies on digitalization.

"The projects listed today are extremely important for simplifying both criminal and administrative processes, and are also important from the point of view of increasing the protection of citizens," A. Zhumagaliyev said.

Following the results of the discussion, the Prime Minister Bakytzhan Sagintayev instructed the akims to timely resolve equipment issues. Bakytzhan Sagintayev noted that it is necessary to continue work on the integration of information systems.
