Akimat of Aktobe region plans to modernize more than 220 schools at the expense of local budget — Ondasyn Urazalin

At the government session chaired by the Prime Minister of Kazakhstan Alikhan Smailov, the project of the Comprehensive Plan for Socio-Economic Development of the Aktobe Region was discussed. Akim of the Aktobe region Ondasyn Urazalin made a report on the main directions of the Plan.

According to the Akim, according to the instructions of the Head of State, the draft Comprehensive Plan for the Socio-Economic Development of the Aktobe Region for 2022-2025 has been updated.

The plan provides for the implementation of 92 items in 6 directions for a total amount of about 1.7 trillion tenge.

“Such socially significant projects as the construction of housing for socially vulnerable segments of the population and large families, healthcare facilities and the modernization of educational facilities have been added to the new draft of the Comprehensive Plan,” Urazalin reported.

According to the akim, in order to create new jobs and attract investments, it is planned to implement large investment projects. Among them, for example, in terms of the development of renewable energy sources, the construction of three wind farms with a total cost of about 600 billion tenge, as well as the construction of a mining and processing complex for the processing of titanium-zirconium ores and other important projects with a focus on processing.

In addition, a project will be implemented to create a special industrial zone with the involvement of foreign investors, on the territory of which 70% of enterprises will be export-oriented. The multiplier effect is the creation of more than 20 thousand jobs and the attraction of more than 500 billion tenge of foreign investment.

The implementation of a number of investment projects in the field of the agro-industrial complex is also envisaged. Among them, the construction of a poultry farm, 2 feedlots for 2,000 cattle, 2 dairy farms for 800 cattle, etc.

As a result, according to the Comprehensive Plan, investment projects totaling about 1.2 trillion tenge will be implemented by 2025.

The region also plans to implement many other projects, for which, in accordance with the Comprehensive Plan, about 340 billion tenge is allocated from the republican budget until 2025.

For example, in order to develop transport infrastructure, it is planned to reconstruct the Aktobe-Khromtau-Karabutak-Ulgaysyn highway, which runs along the Western Europe-Western China highway, as well as the construction, repair and reconstruction of local roads in the amount of about 60 billion tenge.

Projects are planned to provide 85 villages with gas, 33 villages with water, as well as to build engineering and communication networks to more than 10 thousand housing construction sites.

In addition, according to the akim, it is planned to implement such important projects for the population in the field of ecology as the elimination of hazardous waste from the former Alga chemical plant, cleaning the bed of the Zhem River, improving the Oyil River, etc.

To support agricultural producers, subsidizing and lending to agribusiness entities is provided.

At the same time, if possible, the akimat assumes expenses from the local budget, including up to 50% co-financing of republican projects. Within 5 years, this is about 165 billion tenge.

“Completely at the expense of the local budget, it is planned to modernize more than 220 schools, build 2 dormitories for college students, build 10 small reservoirs and other important projects,” Urazalin reported.

As a result, according to the akim, the implementation of this set of measures will create more than 40,000 new jobs. It will contribute to an increase in the share of roads in a standard condition from 61% to 95% and the exit of the Aktobe region to a new level of development, economic growth by 30% by 2025.

“All this will improve the welfare and quality of life of the population and will have a positive impact on the development of the region as a whole,” Urazalin noted in conclusion.
