Working visit to North Kazakhstan region: Tugzhanov meets with resettler from labour-scarce regions

The Deputy Prime Minister during a working visit to the North Kazakhstan region visited the villages of Astrakhanka and Poltavka, where he met with resettler from labor-scarce regions of the country. 

Yeraly Tugzhanov got acquainted with the living conditions of the arriving families. More than 11,000 people have moved to the region since 2016. Out of 4.6 thousand able-bodied people, 3.6 thousand are employed. The retention rate of the newcomers is 94%.

The program helped to decrease the shortage of human resources twice in 5 years, including in agriculture 1.5 times, in healthcare 1.3 times, in education 2.5 times.

One of those who came to the North Kazakhstan region for permanent residence is Fatima Nabiyeva. The woman moved to the north from the Mangystau region. She now works as a general practitioner at a local outpatient clinic.

"Northern Kazakhstan has welcomed me hospitably. It has a comfortable climate and good living conditions. They provided me with housing and a job. They gave me all the necessary quotas," Fatima Nabiyeva said.

In five years, about 500 families have received grants and loans worth 270 million tenge and have opened their own businesses. By the end of this year, 2,500 people will have moved to the region. As of today 1,320 people have arrived. All of them have received subsidies. Already 200 families are ready to start their own business.

"We are seeing real examples of how villages are developing. Comprehensive assistance is provided to the resettlers. People from different regions of the country come to the North Kazakhstan. People from Almaty, Turkestan and Mangystau regions have moved here," Deputy Prime Minister noted.

One of the model villages is Poltavka. A 40-seat kindergarten was opened here at the expense of Poltavskoye LLP. The construction cost is 340 million tenge. Eleven new jobs were created. A group of 30 children was recruited.

The entrepreneurs have also introduced a successful practice of supporting subsistence farming of the villagers in Poltavka. Residents can buy ten-day-old calves from the LLP and raise them for sale. So everyone can start from scratch to develop their own smallholding.

Then the Deputy Prime Minister met with five families who came to Petropavlovsk from labour-scarce regions. Alageum Electric JSC provided them with service housing. The company renovated a former dormitory building for its employees with 40 apartments. Now the company is building a 104-apartment building for its employees.

After the meetings, Yeraly Tugzhanov held a meeting on the resettlement of citizens and increasing incomes. In the North Kazakhstan region this year it will be created 13 thousand new working places, for today it is created more than 11 thousand working places from which 72 % are permanent.

It was formed a pool of 42 investment projects totaling 583 billion tenge with the creation of more than 5 thousand new permanent jobs.

This year 19 investment projects worth 53 billion tenge will be launched and more than 1,300 new permanent jobs will be created.

The work on employment of citizens within the framework of the National Project for the Development of Entrepreneurship is carried out. Funding for this purpose increased fourfold from 1.4 to 6 billion tenge.

Employment of young people is provided within the framework of the First Workplace, Youth Practice and Contract of Generations projects. Since the beginning of the year more than 3.5 thousand young people have been employed in the region. More than 6 thousand people will be employed by the end of the year.
