Yeraly Tugzhanov visits social facilities in Kosshy

As part of his working trip, Deputy Prime Minister of Kazakhstan Yeraly Tugzhanov visited the city of Kosshy in Akmola region. He visited social infrastructure facilities located there. 

As noted by Deputy Prime Minister Tugzhanov, following a visit in April 2019, the Head of State gave specific instructions to eliminate deficiencies and further develop Kosshy, including solving the problem of three-shift schools.

Currently, the population of the city of regional importance is about 65 thousand people and it is one of the dynamically developing settlements of the region. At the same time annual population growth puts a significant load on the social infrastructure. In this regard, the Government and regional authorities are taking systematic measures to improve the quality of life of citizens.

There are three schools in Kosshy with a design capacity of 3.7 thousand places, but they are attended by 6.8 thousand students. There is a deficit of 3.1 thousand pupil places. Three schools are being built to eliminate three-shift education.

On Sept. 1 of this year, the new school will open its doors and it will allow to reduce the deficit of seats for pupils by 77%.

Yeraly Tugzhanov instructed to speed up the construction of another school for 1200 seats, its commissioning is planned before the end of the year. It is expected that it will relieve the load on the main school located in the Lesnaya Polyana housing estate, where 4,6 thousand children are studying (the designed capacity is 2,4 thousand places). The Akim of Akmola Region, Yermek Marzhikpayev, informed the Deputy Prime Minister that 2 more schools would be put into operation next year, one of which would be built with private investments.

The issue of three-shift education in schools of Kosshy will be completely solved by Sept.1, 2023.

"The Head of State gave an order to create comfortable conditions in educational institutions. To implement this order, the Government is solving the issues of transition to a two-shift format in schools with a three-shift education. By the end of the year a solution to this problem in Kosshy will be found," Tugzhanov noted.

Also the Deputy Prime Minister visited the first modern city polyclinic for 100 visits per shift in the history of the new city. Commissioning is scheduled for the third quarter of this year. The polyclinic is equipped with modern medical and laboratory equipment and is staffed by middle and senior medical personnel.

Then the Deputy Prime Minister inspected the system of monitoring of security and law and order in the new building of the police department. The new building has all the necessary equipment, including monitoring and control monitors for law and order.

As a result of the visit Tugzhanov charged Akimat of Akmola region together with the Ministries of Education and Healthcare to complete staffing of schools and polyclinics with teaching and medical personnel, and to ensure completion of equipping educational and health facilities with necessary teaching and medical equipment and supplies.

In continuation of a working visit, the Deputy Prime Minister also visited the educational organizations of the capital city.

Tugzhanov got acquainted with the progress of construction of the extension to school №65. This school has more than 3 thousand students with the designed capacity of 1200 places in one shift. In order to increase the number of seats for pupils the construction of the annex is under way, which will create an additional 1.2 thousand seats.

Also Deputy Prime Minist got acquainted with the work of a special boarding school №1 for children with special educational needs.

Yeraly Tugzhanov noted that the basis of inclusive education is an ideology that excludes any discrimination against children, ensures equal treatment of all people, creates special conditions for children with special educational needs.

It should be noted that there are more than 14 thousand children who need inclusive education in the capital city. On the basis of three specialized educational organizations, training for 1204 children is organized. In the special boarding school №1 there are 520 children, there is a boarding school for 125 places.

The existing infrastructure of the special boarding school №1 allows expanding the contingent of children with special educational needs for additional classes in the framework of day / hourly stay. This opportunity will reduce the burden on parents raising children with disabilities. 

Yeraly Tugzhanov also stressed that educational organizations in the capital should demonstrate how to create a barrier-free environment in the education and training of people with disabilities. Every year, new educational facilities are introduced, from the moment of development of project documentation, they must take into account a set of measures to create conditions for the education of children with disabilities.

"In 2021 the Head of State signed legislative changes on inclusive education. The fundamental and basic foundations are laid exactly in this legislative act. The task of the responsible state bodies is to ensure strict implementation of legislative norms," Tugzhanov said.

At the end of his visit Deputy Prime Minister visited Korgalzhyn square in Koktal-2 residential area of the capital which has been opened recently after reconstruction. In the square there are places for rest of children and adults, zones for carrying out cultural and public actions, a sports ground. There are tables for chess and table tennis.

During the inspection of the facility, Tugzhanov held a meeting with residents of Koktal-2 residential area, following the results of which the appropriate instructions were given to the city Akimat and concerned government agencies.
