Umirzak Shukeyev noted that in order to increase the labor productivity of the Ministry of Agriculture, four key areas of the AIC were identified: the application of modern precision technologies, the accelerated renewal of agricultural machinery, the development of livestock, and the intensive introduction of irrigated land.
"We plan to develop an economic model for introducing exact technologies for different types of farms, as well as introduce an entirely new system of subsidizing them as part of the introduction of precision farming elements, including electronic field maps, accurate weather data, sensors and transducers, space monitoring and other solutions. It is proposed to select pilot farms by akims, and train farmers at the university together with research institutes and international companies that are engaged in digitalization of agriculture, development of technologies," the Minister Umirzak Shukeyev said.
According to the Minister of Agriculture, to increase technical equipment this year, by reducing inefficient subsidies, it is planned to allocate 5.5 billion tenge for subsidizing the interest rate on leasing and increase the volume of investment subsidy by 20 billion tenge.
"Thus, gradually increasing these support measures, by 2021 we expect to ensure the volume of investments of entrepreneurs in technology up to 240 billion tenge. Within three years, this will allow us to achieve approximately 6% of the renewal of technology annually, now it is 2%," Umirzak Shukeyev said.
To increase the export of meat, the approach to the development of cooperation will be revised. The development of small and medium farmers in cooperation with large feedlot sites will be encouraged, which will ensure their marketing, distribution of technologies, knowledge and access to financing.
The Minister also noted that to restore the infrastructure of irrigated lands, measures will be taken to ensure the restoration of water supply in the area of 65,000 hectares already this year. And the issues of processing agricultural products will be solved by uniting agricultural producers and processing enterprises by the model of the above-mentioned meat cooperatives.
In addition, it is planned to reform the agricultural science and mainly adjust it to the introduction of existing in the world of new technologies, and not to the invention of varieties and breeds of animals.
"There are 3 universities and 23 research institutes in the ministry's system. It was decided to reduce them to 12 due to enlargement. Agricultural universities will become research institutions with research institutes and experienced farms," Umirzak Shukeyev said.
In conclusion, the minister noted that the increase in the efficiency of state control and supervision is planned to be achieved through the creation of an effective system of veterinary control and supervision and ensuring epizootic well-being of the territory of the republic.
"It is planned to establish veterinary control posts between the well-being zones and in the border area, simplify the procedure for inspecting the activities of local executive bodies, develop coordinated approaches with veterinary services of the Russian Federation, the Kyrgyz Republic to combat transboundary animal diseases, conduct constant quality control of vaccines in the OIE international reference laboratories, AND implement the strategy for taking measures against nodular dermatitis and foot and mouth disease," Umirzak Shukeyev summed up.
At the same time, the issue of return of control and supervision functions in the field of veterinary medicine from akimats to the Committee for Veterinary Control and Supervision is being worked out with the creation of a single vertical of the subordination of the veterinary service. This proposal has already been supported by all akimats of the regions.
